About this file
This Request for Proposals is issued by Heber City, Utah for architectural and engineering consulting services related to the repair or replacement of a failed public works salt storage structure. The project encompasses project management services, architectural/engineering analysis and design, project estimating and budgeting, bidding and construction services, and related engineering services including geotechnical, structural, survey, and material testing work. The existing 2,400 square foot salt storage structure, completed in 2020, has experienced significant structural failure including wall cracking and bowing due to inadequate design for lateral loads from stored salt. Heber City seeks consultant services to evaluate whether the structure can be repaired or must be replaced and to provide necessary engineering services to complete the selected approach. The deadline for proposal submission is 3:00 pm on Monday, June 15, 2026, with proposals to be delivered to Heber City, 75 North Main, Heber, UT 84032. A selection committee will rank proposals on June 16, 2026, with contract award anticipated in July 2026. The city desires an operational salt structure before the 2026/2027 winter season. All questions regarding the RFP must be submitted by email to Russell Funk at rfunk@heberut.gov no later than 1:00 pm on Tuesday, June 9, 2026, and no pre-bid conference has been scheduled.
Proposals shall not exceed six pages in standard letter size format and must include a cover page, table of contents, executive summary, firm qualifications, key personnel information, scope of work and schedule, three references, and a proposed compensation and fee schedule submitted in a separate sealed envelope. The evaluation scoring allocates 10 points for firm qualifications, 15 points for key personnel, 15 points for scope of work and schedule, 10 points for references, and 50 points for compensation structure and fee schedule. Applicants must submit four hard copies of the complete proposal and one electronic copy in PDF format. All proposal development costs are the sole responsibility of the submitting consultant, and all submitted proposals become the property of Heber City upon submission. The city reserves the right to negotiate fees and services with the selected firm, reject all proposals, or waive any irregularities if deemed in the city's best interest. Oral interviews with top-ranking firms may be scheduled following the written proposal evaluation.

HEBER CITY
REQUEST FOR PROPOSALS
Public Works Salt Storage Structure Repair/Replacement
Heber City is soliciting Proposals from qualified professional architectural/engineering firms with the expertise necessary to assist the City with repairs or replacement of an existing salt storage structure that has failed and can no longer meet the needs of the City.
Interested firms should submit Proposals to Heber City, 75 North Main, Heber, UT 84032.
Proposals will be received until 3:00 pm on Monday, June 15, 2026. Proposals submitted after this deadline will remain unopened and will not be considered.
Selection of the successful firm will be based upon the criteria listed in Section VI including qualifications and previous relevant experience of the submitting firms as well as proposed compensation structure and fee schedule. Heber City reserves the right to negotiate directly with the firm selected for related project work.
I. BACKGROUND INFORMATION & ANTICIPATED PROJECT
Heber City completed a Public Works Expansion Project in 2020 including a new 2,400 sf Salt Storage Structure. In 2024, Public Works staff reported significant cracking and bowing of the structure walls. The Salt Structure has been deemed unsafe and cannot be used until repairs are made or the structure is replaced.
Heber City filed a claim with the Utah Local Governments Trust, who insures the structure to see if repairs could be covered under an insurance claim. Since the existing policy does not include coverage for error in design or faulty workmanship, the Trust hired an expert Structural Engineering Firm to evaluate the cause of failure. The report concluded that the “structure was not built to support the sizable lateral loads from the stored salt…”.
Heber City is seeking the services of a qualified architectural/engineering consultant with experience and expertise necessary to determine if the structure can/should be repaired or salvaged and what would be required to do so, or if the structure should be completely replaced and to provide the necessary engineering services required to complete the repair/replacement project. The scope of the proposed project is anticipated to include:
