About this opportunity
Bear River Charter School in Logan, Utah (Cache County) is seeking a Construction Manager/General Contractor (CMGC) licensed in Utah through this Request for Qualifications to manage the design-build expansion of its existing 13,000-square-foot facility. The project deliverable is an approximately 4,500-square-foot addition that will include kitchen improvements, three classrooms, and three breakout rooms, with the objective of increasing the school's capacity to serve up to 280 students. Required qualifications include demonstrated relevant experience in school construction, particularly with charter schools, pre-construction services expertise, and a proven track record of on-time and on-budget performance. The RFQ runs from April 8th through April 21st, 2026, with a question deadline of April 16th, 2026 at 3:00 p.m. Mountain Time and an optional site visit scheduled for April 14th, 2026 from 12:00 p.m. to 1:30 p.m. Proposals must be submitted by April 21st, 2026 at 3:00 p.m. Mountain Time to Chad Borup (chad@roundtablefunding.org) and Peter Ehlen (p.ehlen@brcs-logan.org), with evaluation occurring April 21st-27th, 2026, board recommendation on April 30th, 2026, and contract award on May 4th, 2026.
The RFQ requires submission of two separate PDF proposal packets: a technical proposal not exceeding 20 pages and a price proposal. The price proposal must include General Conditions as a percentage of project cost, Contractor Fee as a percentage of project cost, a pre-construction fee stated as a dollar amount, an anticipated price per square foot range, and expected construction duration. Respondents must provide a preliminary construction cost estimate range based on conceptual plans and outline their approach to cost estimating at multiple design intervals (conceptual design, 30%, 60%, and 90% Construction Documents phases), design collaboration services, and supply chain risk mitigation. The CMGC contract will be awarded for up to two years beginning May 4th, 2026, with construction anticipated to begin in Fall 2026 and be completed by Summer 2027, with the contract to be structured as an AIA A133 paired with an AIA A201 and requiring Payment and Performance Bonds. No specific set-aside designations, incumbent vendors, or budget ranges are identified in the solicitation documentation.
