About this file

This Request for Qualifications (RFQ) is issued by Bear River Charter School in Logan, Utah, seeking a Construction Manager/General Contractor (CMGC) licensed in Utah to manage the design-build expansion of the school's existing 13,000-square-foot facility. The project involves constructing an approximately 4,500-square-foot addition that will include kitchen improvements, three classrooms, and three breakout rooms to increase the school's capacity to serve up to 280 students. The RFQ notice period runs from April 8th through April 21st, 2026, with a question deadline of April 16th, 2026. An optional site visit is scheduled for April 14th, 2026, from 12:00 p.m. to 1:30 p.m. at 75 South 400 West, Logan, Utah 84321. Proposals must be submitted by April 21st, 2026, at 3:00 p.m. Mountain Time to both Chad Borup and Peter Ehlen. The School's evaluation committee will review proposals from April 21st through April 27th, 2026, with a board recommendation on April 30th, 2026, and contract award on May 4th, 2026. The CMGC contract will be awarded for up to two years beginning May 4th, 2026, with construction anticipated to begin in Fall 2026 and be completed by Summer 2027. The contract is expected to be structured as an AIA A133 paired with an AIA A201, and will require Payment and Performance Bonds.

The RFQ requires two separate PDF proposal packets: a technical proposal not exceeding 20 pages and a price proposal. The price proposal must include General Conditions as a percentage of project cost, Contractor Fee as a percentage of project cost, a pre-construction fee stated as a dollar amount, an anticipated price per square foot range, and expected construction duration. The evaluation criteria, weighted equally unless the School determines otherwise, include relevant experience in school construction (particularly charter schools), pre-construction services, General Conditions and fees, construction cost estimate with demonstrated track record of on-time and on-budget performance, supply chain mitigation strategy, proposed schedule, and general company model and culture. Respondents must provide a preliminary construction cost estimate range based on conceptual plans and outline their approach to cost estimating at multiple design intervals (conceptual design, 30%, 60%, and 90% Construction Documents phases), design collaboration services, and supply chain risk mitigation. The School reserves the right to reject any or all proposals, waive informalities, conduct best and final offer requests, and extend evaluation timelines as needed. All proposals become property of the School, and no costs incurred by offerors in preparing proposals will be reimbursed by the School.

SECTION II

INTRODUCTION

A. Bear River Charter School (the “School”) is requesting qualifications from General Contractors licensed in the State of Utah to serve as the CMGC (Construction Manager/General Contractor) to expand their current facility and increase their capacity to serve up to 280 students. The school is located at 75 South 400 West in Logan, Utah, and operates out of an approximately 13,000-square-foot building that it owns. The facility was originally constructed as an LDS Church and has since been repurposed for educational use.

B. Bear River Charter School features an educational program based on the individual needs of each student through a strong focus on basic skills in reading, spelling, writing and mathematics; active engagement in the areas of science, social studies, art, and physical education; a low student-to-teacher ratio; and emphasis on basic societal values of respect, consideration, cooperation and honesty.

C. The intent of this RFQ process is to select a general contractor early in the design process to form a partnership with the design team and owner to successfully complete the project. Construction is contemplated to begin in the Fall of 2026 and to be completed by Summer of 2027.

D. The school is planning to expand their existing facilities. They have engaged an architect that is currently developing building plans for a 4,500 square foot building, to add to their existing 13,000 square foot building. This expansion will contemplate:

Kitchen improvements 3 classrooms 3 breakout rooms

E. CMGC COST ESTIMATING AND DESIGN COLLABORATION

Cost Estimating:

1. Provide reasonably accurate cost estimates at the multiple levels intervals as the design progresses.

Conceptual design budget (RFQ) 30% Construction Documents (CD) 60% Construction Documents (CD) 90% Construction Documents (CD)

2. Meet with the project team to review and reconcile the budget with design features.

3. Ensure the work remains within the budget and develop/track cost reduction options as necessary in coordination with the rest of the project team.

4. Complete final GMP pricing through price solicitation from multiple subcontractors or vendors on each project component to ensure competitive pricing.

Design Collaboration:

1. Provide constructability review comments to accompany pricing through coordination with building vendors.

2. Provide cost estimate comparison studies of various options to assist with decision making during the design process.

3. Provide cost savings and/or alternate pricing options for the Owner to consider maintaining the construction budget.

4. Assist with pricing various alternate bid options and prioritization of alternate bid items in the final CDs to ensure project is within the budget.

Term of Contract:

1. Bear River Charter School will award the contract for CMGC for up to 2 years, beginning May 4th, 2026.

2. The contract will be awarded to the offeror whose proposal is determined to be the most advantageous to Bear River Charter School, taking into consideration the price and the evaluation factors set forth in this RFQ.

3. It is anticipated that the contractor will enter an AIA A133, paired with an AIA A201 as a form for the contract.

4. This project will require Payment and Performance Bonds.

SECTION III

PROPOSAL INFORMATION

A. Proposals must be submitted in compliance with Section IV of this RFQ.

B. The services required and offered in a proposal should meet the needs described below. Only one proposal from each offeror may be submitted and considered. Offerors may include any special or unique services they plan to provide.

C. Proposals will be evaluated by a committee appointed by the School. Bear River Charter School will cooperate with all potential offerors, to the extent that is reasonably possible, in their attempt to obtain information or visit the site. Discussions may be conducted with offerors who submit proposals for the purpose of assuring full understanding of, and responsiveness to, the solicitation requirements.

D. If selected, the successful offeror must be prepared to execute a written GC agreement now, to be followed up with a Guaranteed Maximum Price contract once sub-contractor bids are in.

E. It is understood that the School’s issuance of this RFQ does not obligate the School to accept any of the proposals submitted in response to this RFQ, nor does it guarantee that the School will in fact accept any of the said proposals. No agreement exists on the part of the School and any offeror until a written contract is approved and executed by the School governing board.

F. This RFQ does not obligate the School to pay for any costs of any kind whatsoever that may be incurred by an offeror or any third parties in connection with a proposal. All proposals, responses and supporting documentation shall become property of the School.

G. At any time during the evaluation process the evaluation committee may, with appropriate approval, request best and final offers from responsible offerors who submit responsive proposals that meet any minimum qualifications, evaluation criteria, or score thresholds identified in this RFQ.

SECTION IV

PROPOSAL REQUIREMENTS

Since this is a request for qualifications and not a solicitation for bids, selection will be based on qualifications, experience, past project costs and other key metrics decided upon by the selection committee. Respondents are expected to address the following key elements in their responses:

A. Submission Format There should be no more than two separate PDF packets:

Technical proposal (not more than 20 pages) Price proposal – First page should have the following:
