About this opportunity

This procurement opportunity is for the California High-Speed Rail Authority (Authority) to obtain progressive design-build services for the Traction Power, Solar Photovoltaic, and Battery Energy Storage Systems (Traction Power) for the California High-Speed Rail project. The Authority is seeking industry feedback on a draft Request for Proposals (RFP) with the goal of releasing the final RFP in Fall 2024, receiving proposals in Late Winter 2025, and awarding a contract in Summer 2025. The scope of work includes the design, construction, testing, and maintenance of the traction power system, static converters, solar farms, and energy storage systems. The procurement will be a two-phase approach, with the first phase focused on preconstruction services and the second phase on construction, testing, and maintenance. The Authority is seeking feedback on various aspects, including the design advancement process, teaming and scope, key equipment and supplies, integration and coordination, maintenance, dispute resolution, and insurance and bonding.

The Authority is not guaranteeing meetings with all interested firms, and only firms that provide comments will be eligible for one-on-one meetings. All comments and materials submitted will become property of the Authority and may be subject to public disclosure. The Authority is seeking to promote small business utilization and community benefits as part of this procurement. While no incumbent vendors or budget ranges are provided, the progressive design-build delivery method and focus on collaboration and partnering suggest this may be a significant contract opportunity for qualified firms.
