About this opportunity
The California High-Speed Rail Authority is requesting proposals under RFP HSR26-81 to on-ramp additional firms into its Small Business Pool and Utility Pool for repair and minor construction across Merced, Madera, Fresno, Tulare, Kings, and Kern counties, with an in-person site visit on October 29, 2026 and proposals due December 16, 2026. The Authority sets a 25 percent Small Business utilization goal, which includes a 3 percent Microbusiness carve-out for state-funded work, and a separate 3 percent Disabled Veteran Business Enterprise goal.
Required forms and certifications include proof of California contractor licensing, bonding capacity letters, organizational conflict of interest disclosures, past performance questionnaires, and small business certifications. Task orders may be subject to Buy America requirements and Davis-Bacon Act compliance. Funding derives from State of California and federal sources, including Federal Railroad Administration grants.
The Authority will award multiple contractors and may establish a reserve pool of qualified candidates for future on-ramping, with off-ramp procedures for underperforming contractors. The initial agreement carries a contract value of $0.00, with funding occurring at the task order level. Individual task orders are typically valued between $2 million and up to $20 million maximum. The initial contract term extends no later than April 16, 2031. No guarantee of work is provided, and proposers will not be compensated for proposal preparation costs.
The Authority will use a two-phase, best-value evaluation in which technical acceptability, experience, and past performance are significantly more important than price.
A second site visit occurs November 10, 2026 (virtual, M2M PG&E Electrical project), a Pre-Proposal Conference is scheduled for November 3, 2026, and proposer inquiries are due November 17, 2026. Notice of Proposed Award is anticipated in January 2027.
