About this opportunity
Clark Builders has released Tender Package 1 (TP1) for the Glenmore Protective Services Campus Project located in Kelowna, British Columbia, which involves comprehensive earthworks and civil infrastructure development. The project encompasses two primary facilities: a 25,000 sq. ft. Fire Station with four double-length apparatus bays, training rooms, dispatch center, and public access zones, and a 9,500 sq. ft. COSAR Facility with five apparatus bays and administrative spaces. The scope of work is extensive, including site demolition, topsoil removal, underground utility installation, excavation, backfilling, electrical trenching, utility coordination, and site grading. Key project objectives include targeting LEED Gold certification and Zero Carbon Building design standards. The tender package requires vendors to execute complex site preparation tasks such as asbestos testing, soil management, radon rock layer installation, and adherence to City of Kelowna municipal bylaws. The tender is open from August 12, 2025, with proposal submissions due by August 28, 2025.
While the tender documentation does not explicitly outline specific set-aside designations or vendor restrictions, the technical complexity suggests a need for experienced civil infrastructure and municipal construction contractors. The project's advanced sustainability goals and technical requirements indicate potential preference for vendors with demonstrated expertise in complex public infrastructure development, specifically those with experience in emergency services facility construction. No specific incumbent vendors are mentioned, and the tender does not outline precise budget ranges. The project's sophisticated scope, including advanced environmental certifications and comprehensive site preparation, implies a substantial investment in municipal infrastructure. Potential bidders should anticipate significant technical and logistical challenges, including precise utility coordination, environmental compliance, and adherence to stringent municipal regulations for site development and construction.
