About this opportunity
The City of Murfreesboro is requesting Letters of Interest from TDOT pre-qualified engineering firms for Construction Engineering and Inspection (CEI) services on the Cherry Lane Phase 3B Interchange Project, with submissions due August 18, 2026 at 2:00 p.m. Central Time via the City's OpenGov e-Procurement Portal. Firms must hold unlimited TDOT pre-qualified status and include a qualified materials-testing subconsultant.
The project scope encompasses design and inspection of a grade-separated interchange carrying Cherry Lane over I-840, including associated ramps, approach roadways, bridge and retaining-wall construction, drainage and stormwater facilities, utility coordination, signing, pavement markings, traffic control, and erosion prevention measures, all in accordance with TDOT Local Programs guidelines. CEI services will commence within 90 days of consultant selection and continue through final project acceptance and closeout, with anticipated construction duration of 30 months.
Compensation is structured as direct cost plus net fee, not to exceed a contract amount that is not specified in the notice. The City will select three qualified firms from Phase I submissions for Phase II evaluation. Selection criteria are qualifications and experience of key personnel (35%), technical approach and project understanding (30%), past performance on similar projects (15%), workload capacity and staff availability (10%), and potential interviews (10%).
Consultant and contract negotiation is anticipated within 60 days of Phase I evaluation. Firms must disclose any actual or potential organizational conflicts of interest from prior project involvement. Certified Disadvantaged Business Enterprise (DBE) firms and other minority-owned and women-owned businesses are encouraged to respond. No site visits or pre-submission meetings are specified. The notice does not identify an incumbent contractor.
