About this opportunity
The Oregon Department of Transportation is entering into a sole-source contract with OGMA Consulting Corporation for licensing, hosting, support, and maintenance of the Oregon Public Transit Information System (OPTIS), a web-based grant management platform, with contract start September 30, 2026 and a three-year initial term.
This is a sole-source procurement without competitive bidding. ODOT's market research confirmed that OGMA Consulting Corporation holds exclusive rights as the sole licensor of the underlying O&PEN platform and the only authorized provider for OPTIS licensing, maintenance, and technical support. The sole-source determination rests on software compatibility requirements and the prohibitive costs and risks of system replacement, which internal analysis estimates could exceed $2.5 million with significant implementation timelines. ODOT has invested over $1.5 million in aggregate maintenance and work orders since OPTIS implementation; replacement would require workflow reengineering, historical-data migration, retraining of all providers, and risk to compliance with scheduled quarterly reporting requirements.
OPTIS serves as Oregon's authorized statewide system of record for ODOT's Public Transit Office to manage grants, compliance activities, reimbursement requests, quarterly reporting, and capital-asset tracking for public transportation programs funded through Federal Transit Administration programs (5310, 5339, 5311(f), 5304), STIF Discretionary, and the Surface Transportation Block Grant Bus Replacement program. The contract includes software licenses for the core O&PEN system, hosting, support, maintenance, and IT professional services including consultation, programming enhancements, installation, configuration, data analysis, integration, reporting, training, and project management. OPTIS interfaces with existing Transit Grant Management System equipment.
The contract is funded in whole or in part by the Federal Transit Administration under 49 USC Sections 5310, 5311, and 5339. The contractor must execute a Lobbying Certification Form prior to contract execution. Affected parties may submit written protests to Wendy Elstun (wendy.s.elstun@odot.oregon.gov) by the Bid Open Date listed in OregonBuys, with protests requiring detailed statement of legal and factual grounds, description of resulting harm, and relief requested.
