About this opportunity

This is a special procurement by the Oregon Department of Education (ODE) to directly award a contract with SchoolHouse Connection, a national non-profit organization, to conduct a comprehensive needs assessment, landscape analysis, and strategic plan for students experiencing homelessness and the implementation of the McKinney-Vento program in Oregon. The scope of work includes data review, needs assessment surveys, focus groups, policy and resource landscape analysis, and the development of a three-to-five-year strategic plan with specific measurable targets for educational outcomes and action steps. The total proposed cost for these services is $140,000, to be completed virtually by September 30, 2024.

This special procurement is justified by ODE due to SchoolHouse Connection's over 25 years of experience and status as the nation's leading expert on the implementation of the McKinney-Vento Act. Given the urgency to utilize the American Rescue Plan - Homeless Children and Youth (ARP-HCY) program funding before it expires, and the need to provide data-based recommendations to the Governor's office, ODE believes this special procurement process is the only practicable way to achieve the required analysis and strategic plan within the necessary timeframe. The notice indicates this is not a bid opportunity, but provides instructions for any affected person to submit a written protest to the State Chief Procurement Officer within seven calendar days.
