About this opportunity
Collier County Board of County Commissioners is issuing a Notice of Intent to Single Source Pediatric Emergency Standards, Inc. (Handtevy), a mobile application for drug-dosage calculation and EMS protocol integration, with a protest deadline of September 24, 2026 at 3:00 p.m.
The single-source justification rests on Handtevy being the only vendor capable of customizing Collier County's EMS Common Medical protocol (medications, drug concentrations, dosages) while integrating directly with the county's electronic patient care reporting system. Handtevy is the sole application that calculates both adult and pediatric medications according to patient weight and exports time-stamped dosing calculations into the patient report without manual data entry. The county states that Handtevy eliminates complex mathematical calculations during high-stress medical calls, reducing drug-dosing errors and provider anxiety, and enables system-wide protocol updates every six months without requiring manual replacement of protocol pages or individual user updates.
The scope includes the Collier County EMS Common Medical protocol in searchable electronic format within the application, real-time integration with the county's electronic patient care reporting system, and automated export of drug-dosing calculations to patient records.
The proposed contract term runs from November 29, 2026 through November 28, 2029. No pricing is disclosed in this notice. Interested parties may contest the single-source designation by submitting written documentation of qualified alternative sources through the Collier County Procurement Services Division Online Bidding System by the protest deadline. The Procurement Services Division retains sole authority to determine whether the designation will be upheld.
Opportunity text
Description of Intended Products or Services Provided:
Handtevy is a mobile application used for calculating drug dosages for adults and pediatrics. It includes the Collier County Common Medical protocol in electronic format which is searchable. Additionally, the app will export time-stamped drug dosing calculations of the patient into our electronic patient care reporting system. Handtevy is the only vendor that can customize our EMS Common Medical protocol's medications, drug concentrations, and dosages. Handtevy will also connect with out electronic patient care reporting system and transfer the drug dosages right into the patient report via integration.
Handtevy removes the need for complex mathematical calculations. Its use will help reduce drug dosing errors during high stress, high fidelity medical calls, which in turn will also reduce provider anxiety. The protocol is updated every 6 months and this reduces man power time of having to manually replace updated protocol pages county wide. Handtevy is the only mobile application that will calculate both adult and pediatric drug medications according to weight. The Collier County EMS Common Medical protocol will be included in electronic format and searchable through the Handtevy mobile application. Updates to protocols and medications can be done system-wide through updates without the need for each user to manually run an update.
