About this file

This is a Notice of Intent to Single Source issued by Collier County, Florida, Board of County Commissioners Procurement Services Division for the designation of Pediatric Emergency Standards, Inc. (Handtevy) as a single-source vendor without competitive procurement. The notice seeks to procure Handtevy, a mobile application that calculates drug dosages for adult and pediatric patients and integrates with the county's electronic patient care reporting system. The application will include the Collier County EMS Common Medical protocol in searchable electronic format, with system-wide protocol and medication updates available every six months without requiring manual updates at individual user locations. The Notice of Intent was released on September 2, 2026, with a submission deadline of September 24, 2026, at 3:00 p.m. for any parties wishing to contest the single-source designation. The proposed contract term is 11/29/2026 through 11/28/2029.

The County has designated this procurement as a single source based on Handtevy being the only vendor capable of customizing the EMS Common Medical protocol's medications, drug concentrations, and dosages while integrating directly with the county's electronic patient care reporting system. The justification states that Handtevy is the sole application that calculates both adult and pediatric medications according to weight and provides the specific integration and customization capabilities required. No pricing information was included in this notice, as it is not an invitation to bid or quote. Interested parties may contest the single-source designation by submitting written documentation demonstrating the existence of qualified alternative sources through the Collier County Procurement Services Division Online Bidding System, with the Procurement Services Division retaining sole authority to determine whether the designation will be upheld.
