About this opportunity

Collier County, Florida is issuing a Notice of Intent to Single Source Nalco Company LLC for chilled water treatment services and associated chemical supply, with a challenge period deadline of September 11, 2026 at 3:00 p.m. This is a sole-source procurement without competitive bidding if no qualified alternative sources are demonstrated during the protest window.

The scope encompasses chemical treatment supply, water quality monitoring and testing, system inspections, feed equipment calibration and maintenance, performance analysis, remote monitoring, and technical support for the County's central chilled water system serving campus-wide cooling across critical government facilities. The Nalco/Ecolab treatment system was installed as part of a Board-approved capital project and is integrated into the chilled water plant operations; the County asserts that continued manufacturer-supported services are necessary to maintain system performance, protect equipment from corrosion and biological growth, prevent energy-efficiency degradation, and preserve the infrastructure investment against unplanned outages and costly repairs or replacement.

The proposed contract term runs from September 11, 2026 through September 30, 2030. No contract value is stated in the notice. Respondents who dispute the single-source designation must submit written documentation through the Collier County Procurement Services Division Online Bidding System at https://procurement.opengov.com/portal/collier-county-fl demonstrating that other qualified sources are available; pricing is not requested at this stage. The procurement contact is Jasmine Martinez, Strategist I, at jasmine.martinez@collier.gov or (239) 252-8465.

Opportunity text

Description of Intended Products or Services Provided:

Chilled water treatment services and associated chemical supply for the County's main campus chilled water system. Services to be procured under this waiver include chemical treatment supply, water quality monitoring and testing, system inspections, feed equipment calibration and maintenance, performance analysis, remote monitoring, and technical support necessary to maintain proper operation of the chilled water infrastructure.

Chilled water treatment services are required to support the reliable and efficient operation of the County's central chilled water system, which provides campus-wide cooling to critical government facilities.

Proper water treatment protects chillers, pumps, piping, and heat exchange equipment from corrosion, biological growth, and scale formation. Without consistent treatment, system performance would degrade, increasing the risk of equipment failure, reduced energy efficiency, unplanned outages, and significant repair or replacement costs.

The Nalco/Ecolab treatment system was installed as part of a Board-approved capital project and is integrated into the operation of the chilled water plant. Continued manufacturer-supported treatment services are necessary to maintain system performance and protect the County's infrastructure investment.
