About this file

This is a Notice of Intent to Single Source document issued by Collier County, Florida's Procurement Services Division for the designation of Nalco Company LLC (manufacturer: Ecolab) as the sole source provider for chilled water treatment services. The county intends to award a contract for chilled water treatment services and associated chemical supply for the county's main campus chilled water system without competitive bidding if the single source designation is approved. Services include chemical treatment supply, water quality monitoring and testing, system inspections, feed equipment calibration and maintenance, performance analysis, remote monitoring, and technical support necessary to maintain proper operation of the chilled water infrastructure. The notice was released on August 20, 2026, with a submission deadline of September 11, 2026, at 3:00 p.m. The proposed contract term is from September 11, 2026, through September 30, 2030.

The single source designation is justified on the grounds that the Nalco/Ecolab treatment system was installed as part of a board-approved capital project and is integrated into the county's chilled water plant operations; continued manufacturer-supported services are deemed necessary to maintain system performance and protect the county's infrastructure investment. No value has been assigned in this notice. Respondents who disagree with the single source designation must submit written documentation demonstrating that other qualified sources are available for the identified services; pricing information is not requested at this stage. All responses must be submitted through the Collier County Procurement Services Division Online Bidding System at https://procurement.opengov.com/portal/collier-county-fl. The procurement contact is Jasmine Martinez, Strategist I, at jasmine.martinez@collier.gov or (239) 252-8465.

2. NOTICE OF PROPOSED INTENT

As requested by the Procurement Services (hereinafter, the “Division or Department”), the Collier County

Board of County Commissioners Procurement Services Division (hereinafter, “County”) intends to designate single source 09/11/2026-09/30/2030 and award without competition if it is determined to be in the best interest of the County. The Notice of Intent to Designate Single Source is not a request for pricing or a commitment to purchase.

The Procurement Ordinance, 25-34, Section Twelve, Alternative Procurement Methods defines single source as follows:

• Single Source as commodities or contractual services that are available only from a single source, or the use of such source is both economically and operationally in the County's best interest.

3. SINGLE SOURCE INFORMATION

Manufacturer Name: Ecolab

Vendor/Provider Name: Nalco Company LLC

Description of Intended Products or Services Provided:

Chilled water treatment services and associated chemical supply for the County’s main campus chilled water system. Services to be procured under this waiver include chemical treatment supply, water quality monitoring and testing, system inspections, feed equipment calibration and maintenance, performance analysis, remote monitoring, and technical support necessary to maintain proper operation of the chilled water infrastructure.

Chilled water treatment services are required to support the reliable and efficient operation of the County’s central chilled water system, which provides campus-wide cooling to critical government facilities.

Proper water treatment protects chillers, pumps, piping, and heat exchange equipment from corrosion, biological growth, and scale formation. Without consistent treatment, system performance would degrade, increasing the risk of equipment failure, reduced energy efficiency, unplanned outages, and significant repair or replacement costs.

The Nalco/Ecolab treatment system was installed as part of a Board-approved capital project and is integrated into the operation of the chilled water plant. Continued manufacturer-supported treatment services are necessary to maintain system performance and protect the County’s infrastructure investment.

Single Source Justification: NO VALUE
