About this opportunity

Collier County, Florida's Procurement Services Division has issued a notice of intent to single source two SolarBee SB10000 v20 solar-powered circulation machines and an associated service program to IXOM Watercare Inc., with submissions due November 26, 2026 at 3:00 p.m. The County will award on a sole-source basis unless respondents submit written documentation showing qualified alternative sources.

The package includes intake hose assemblies, mooring systems, anchor chain, factory delivery, placement, startup, replacement parts, service, and HiveLinx monitoring. The equipment provides long-distance circulation in stormwater ponds to control cyanobacteria blooms, reduce odor, and improve water quality.

The County justifies the designation on three grounds: IXOM is the sole manufacturer of the SolarBee system, the County already holds investment in compatible parts, training, and service programs, and Procurement previously approved IXOM as a sole-source vendor for similar equipment. The County states that existing units have demonstrated effective algae control and reduced odor complaints, and that the equipment is essential to compliance with environmental standards and to mitigating public health risks from stagnant water.

The proposed term runs from November 25, 2026 through November 24, 2029. Place of performance is Collier County stormwater ponds. The notice requests no pricing. Procurement Services Division will make the final determination on designation approval, and the notice provides no protest or appeal process. The notice was posted November 4, 2026.

Description of Intended Products or Services Provided:

The Service Program is for two (2) SolarBee SB10000 v20 solar powered circulation machines, including intake hose assemblies, mooring systems, anchor chain, factory delivery, placement, startup, and associated service program. Equipment will be used for long distance circulation in storm water ponds to control cyanobacteria (blue green algae) blooms, reduce odor, and improve water quality. Replacement parts, service, and monitoring (HiveLinx) are also included as part of the ongoing operational needs.

Ixom Watercare is the sole manufacturer of the SolarBee system, and the County has historical precedence using this equipment at other stormwater ponds. Existing units have demonstrated effective algae control, improved water quality, and reduced odor complaints. The County already has investment in SolarBee technology, including parts, training, and service programs. Procurement has previously approved Ixom as a sole source vendor for similar equipment.

This purchase is essential to County operations because the IXOM SolarBee circulation equipment provides continuous water movement that reduces harmful cyanobacteria blooms, improves dissolved oxygen, and mitigates odor and public health concerns in County stormwater ponds. These machines support compliance with environmental standards, protect public infrastructure, and improve water quality conditions for surrounding neighborhoods and parks. Without circulation equipment, stagnant conditions increase algae growth, odor complaints, and potential toxicity risks.
