About this file

This Notice of Intent to Single Source is issued by Collier County, Florida's Procurement Services Division for the designation of IXOM Watercare Inc. as a sole source vendor. The County intends to procure two SolarBee SB10000 v20 solar-powered circulation machines, including intake hose assemblies, mooring systems, anchor chain, factory delivery, placement, startup, and an associated service program with replacement parts, service, and HiveLinx monitoring capabilities. The equipment will be deployed in stormwater ponds to control cyanobacteria blooms, reduce odor, and improve water quality. The notice was released on November 4, 2026, with a submission deadline of November 26, 2026, at 3:00 p.m. The proposed contract term spans from November 25, 2026, through November 24, 2029.

The County justifies the single source designation based on IXOM Watercare's exclusive manufacture of the SolarBee system, the County's existing investment in compatible parts, training, and service programs, and previous procurement approval of IXOM as a sole source vendor for similar equipment. The circulation equipment is deemed essential for County stormwater management operations, supporting environmental compliance and mitigating public health concerns associated with stagnant water conditions. No pricing information is requested in this notice of intent; respondents wishing to challenge the single source designation must submit written documentation demonstrating the availability of qualified alternative sources. The County's Procurement Services Division shall make the final determination regarding designation approval, with no provision for protest or appeal.

TITLE: NOTICE OF INTENT TO SINGLE SOURCE IXOM WATERCARE

INC

RELEASE DATE: Wednesday, November 4, 2026

SUBMISSION DEADLINE: Thursday, November 26, 2026 @ 3:00 pm

2. NOTICE OF PROPOSED INTENT

As requested by the Procurement Services -Contracts Section (hereinafter, the “Division or Department”), the

Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) intends to designate single source 11/25/2026-11/24/2029 and award without competition if it is determined to be in the best interest of the County. The Notice of Intent to Designate Single Source is not a request for pricing or a commitment to purchase.

The Procurement Ordinance, 25-34, Section Twelve, Alternative Procurement Methods defines single source as follows:

• Single Source as commodities or contractual services that are available only from a single source, or the use of such source is both economically and operationally in the County's best interest.

3. SINGLE SOURCE INFORMATION

Manufacturer Name: IXOM WATERCARE INC

Vendor/Provider Name: IXOM WATERCARE INC

Description of Intended Products or Services Provided:

The Service Program is for two (2) SolarBee SB10000 v20 solar powered circulation machines, including intake hose assemblies, mooring systems, anchor chain, factory delivery, placement, startup, and associated service program. Equipment will be used for long distance circulation in storm water ponds to control cyanobacteria (blue green algae) blooms, reduce odor, and improve water quality. Replacement parts, service, and monitoring (HiveLinx) are also included as part of the ongoing operational needs.

Ixom Watercare is the sole manufacturer of the SolarBee system, and the County has historical precedence using this equipment at other stormwater ponds. Existing units have demonstrated effective algae control, improved water quality, and reduced odor complaints. The County already has investment in SolarBee technology, including parts, training, and service programs. Procurement has previously approved Ixom as a sole source vendor for similar equipment.

This purchase is essential to County operations because the IXOM SolarBee circulation equipment provides continuous water movement that reduces harmful cyanobacteria blooms, improves dissolved oxygen, and mitigates odor and public health concerns in County stormwater ponds. These machines support compliance with environmental standards, protect public infrastructure, and improve water quality conditions for surrounding neighborhoods and parks. Without circulation equipment, stagnant conditions increase algae growth, odor complaints, and potential toxicity risks.

Single Source Justification: NO VALUE
