About this opportunity

Collier County in Florida is pursuing a single-source procurement for Comensure Internal Control software from Ignite Software Holdings, LLC, with an intent to license software supporting up to 250 users. The software will enable the county to test and validate controls across various divisions, ensuring compliance with county standards and procedures, and providing a system of checks and balances to mitigate organizational risks. The procurement aims to support reliable financial reporting, operational efficiency, and regulatory compliance through an internal control management system. The contract period is proposed from December 8, 2025, to December 7, 2028. Interested parties who disagree with the single-source designation must submit a response through the Collier County Procurement Services Division Online Bidding System before June 5, 2025, at 3:00 pm. Respondents are required to provide their name and documentation showing alternative qualified sources, but are explicitly instructed not to submit pricing. The Procurement Services Division will have sole discretion in reviewing responses and determining whether to maintain the single-source designation.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Comensure has been the incumbent vendor, having provided this software to Collier County since 2016. The existing technology is an internal control software system that integrates across various county divisions, with the current license supporting up to 250 users. While no specific award value or budget range is explicitly stated in the documentation, the procurement is for a software license and associated services to support internal control and compliance monitoring. The single-source justification is predicated on the existing relationship, system familiarity, and the software's demonstrated utility in supporting the county's operational and compliance objectives. The county's procurement approach suggests a preference for continuity and minimal disruption to existing technological infrastructure.
