About this file

The document is a Notice of Intent to Single Source from the Collier County Board of County Commissioners Procurement Services Division in Florida, specifically seeking to designate Ignite Software Holdings, LLC dba Comensure as a single source provider for internal control software. The procurement is for a Comensure Internal Control software license supporting up to 250 users, with the intent to award a contract from December 8, 2025, to December 7, 2028, without competitive bidding if determined to be in the county's best interest. The software will enable the county to test and validate controls across various divisions, ensuring compliance with county standards and procedures, and providing a system of checks and balances to mitigate organizational risks.

The single source justification is based on the software's existing use within the county since 2016, with the system designed to ensure reliability of financial reporting, operational efficiency, and regulatory compliance. Interested parties who disagree with the single source designation must submit a response through the Collier County Procurement Services Division Online Bidding System before the submission deadline of June 5, 2025, at 3:00 pm. Respondents are instructed to provide their name and documentation showing alternative qualified sources, but are explicitly told not to submit pricing. The Procurement Services Division will have sole discretion in reviewing responses and determining whether to maintain the single source designation.
