About this opportunity

Broward County is issuing a Notice of Intent to Designate a Single Source for fire alarm monitoring, maintenance, repair, and related services at Fort Lauderdale-Hollywood International Airport, with comments due July 31, 2026. The proposed sole-source awardee is WSA Systems-Boca, LLC.

This is an RFI, not a purchase commitment or pricing request. The county is soliciting written evidence from prospective vendors that either the specified commodity or service is available from multiple sources, or that an alternate service exists meeting the airport's needs. Vendors may contest the single-source designation or demonstrate capability to provide equivalent services while maintaining manufacturer warranties.

The scope encompasses all labor, equipment, materials, transportation, licensed personnel, certifications, tools, supervision, testing, and inspections required for annual maintenance inspections, monthly monitoring, fire watch services, and repairs on the airport's fire alarm systems. The systems consist of Notifier Fire Alarm Control Panels, Network Control Annunciators (NCA), Network Web Server (NWS), Embedded Gateway, Banet Gateway, Modbus Gateway, and computer-based color graphic user interfaces (ONYXWorks, FirstVisions, and Network Control Devices) that must operate seamlessly together as a campus-wide integrated system. The county's single-source rationale rests on the requirement that an authorized Notifier distributor must test, program, certify, and maintain existing warranties—a constraint arising from liability gaps and warranty coverage impacts if the installing or certifying party is not also the maintaining contractor.

WSA Systems-Boca, LLC is currently the approved and contracted vendor on ongoing and proposed construction projects at the airport. An RFI questionnaire document is attached; prospective vendors must respond through that format.

This Request for Information (RFI) Notice of Intent to Designate a Single Source is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County's needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available from only one source and is the only commodity/services that meets the County's needs: The Contractor shall provide all labor, equipment, materials, transportation, licensed personnel, certifications, tools, supervision, testing, and inspections necessary to perform annual maintenance inspections, monthly monitoring, fire watch services, and repairs on the fire alarm systems. The system network includes NOTIFIER Fire Alarm Control Panels, Network Control Annunciators (NCA), Network Web Server (NWS), Embedded Gateway, Banet Gateway, Modbus Gateway, and computer-based Color Graphic User Interfaces (ONYXWorks, FirstVisions, and Network Control Devices), which must all operate seamlessly together as a campus-wide integrated system. Notifier fire alarm and life safety system is currently installed throughout Fort Lauderdale-Hollywood International Airport (FLL), when these systems are modified, expanded, monitored, tested, inspected, or require repairs and maintenance, such contracts must use an authorized distributor to test, program, certify and maintain warranties, etc. that are in place. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County's requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County's needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
