About this opportunity

Granite School District in Salt Lake County, Utah, has issued a Notice of Intent to Award Without Engaging in a Standard Procurement Process for the WorldStrides Festival Only 2026 event. This is a single-source procurement action under Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108, meaning the District intends to award a contract without conducting a competitive bidding process. The District is procuring festival services from a vendor that it has determined is the sole qualified source for this specific event offering. The key deadline for this procurement is February 27, 2026, and interested parties must submit any objections or alternative vendor information directly to Danielle Kitchen at dfkitchen@graniteschools.org before this date. Any vendor challenging this single-source determination must provide detailed documentation demonstrating that they can provide a comparable or better offering that meets or exceeds the specifications, along with cost comparisons if applicable. The District reserves the right to proceed with the award only if no qualified alternative vendors submit valid challenges within the specified timeframe.

The procurement notice does not indicate any set-aside designations for disadvantaged enterprises or restrictions limiting eligible vendors. The attached Purchase Order Terms and Conditions for Services establish that the selected contractor will be classified as an independent contractor and must maintain comprehensive insurance coverage, including commercial general liability insurance of at least one million dollars per person per occurrence and two million dollars aggregate. The contractor must comply with federal and state employment laws, E-Verify requirements, debarment certifications, and confidentiality obligations. All work product and deliverables created under the purchase order will be owned by the District as works made for hire. The specific award value or budget range for the WorldStrides Festival Only 2026 procurement is not disclosed in the available documents.
