About this opportunity
Granite School District is conducting a procurement for Pearson Psychological Student Assessments through a non-standard procurement process, as authorized under Utah Code Part 63G-6a Part 8. The procurement is specifically for psychological assessment tools, with the intent to award without engaging in a standard competitive bidding process. The notice, posted on October 8, 2025, with a response deadline of October 15, 2025, indicates that the district believes there is only one source for these procurement items or that transitional costs are a significant consideration. Potential vendors challenging this sole-source determination must submit detailed documentation to Adar Livni at alivni@graniteschools.org, including proof of their ability to provide comparable or equivalent procurement items. Challengers must provide comprehensive documentation demonstrating their capability to meet or exceed the specified psychological assessment requirements, including a cost comparison of transitional expenses if such costs are cited as justification for the non-standard procurement.
The procurement opportunity appears to be open to all qualified vendors, with no explicit set-aside designations or restrictions on organizational types mentioned in the documentation. No specific incumbent vendors are identified in the notice. The procurement is limited to Granite School District in Salt Lake County, Utah, and is governed by the attached standard terms and conditions for information technology and goods procurement. While no specific award value or budget range is explicitly stated, the accompanying documents (Standard Terms and Conditions for IT Contracts and Purchase Order Terms and Conditions for Goods) provide detailed requirements for insurance coverage, with contractors expected to maintain workers' compensation, commercial general liability (minimum $1 million per occurrence), and commercial automobile liability insurance. The district reserves the right to terminate the contract for non-compliance and requires strict adherence to confidentiality, data protection, and legal standards, particularly concerning student data privacy and cybersecurity frameworks.
