About this opportunity

Granite School District in Salt Lake County, Utah, has issued a Notice of Intent to Award without engaging in a standard procurement process for Padlet, effective through May 11, 2026. This is not a competitive solicitation but rather a single-source procurement notice under Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108. The procurement involves educational software or services, though specific deliverables and detailed specifications are not fully articulated in the available documentation. Any vendor believing they can provide a comparable or superior product meeting the stated specifications must submit a detailed challenge via email to Adar Livni-Sullivan at alivni@graniteschools.org prior to the May 11, 2026 deadline. Challenging vendors must provide documentation demonstrating their ability to deliver equivalent or better functionality, evidence of comparable proprietary offerings, and if applicable, cost comparisons related to transitional expenses. No standard evaluation criteria are outlined, as this procurement bypasses the conventional bid process based on single-source justification, transitional cost considerations, or circumstances rendering standard procurement impractical.

The procurement does not specify set-aside designations, disadvantaged enterprise requirements, or restrictions on organization types eligible to respond. No incumbent vendor or current contractor information is provided in the available documentation. The notice requires compliance with Granite School District's Standard Information Technology Terms and Conditions, which mandate hardware warranties of one year, software warranties of ninety days from acceptance, data storage in United States data centers with encryption using 128-bit keys or stronger, commercial general liability insurance of at least one million dollars per occurrence and three million dollars aggregate, E-verify compliance, federal criminal background checks if accessing students, and a seventy-two-hour breach notification requirement. Award value and budget information are not disclosed in the available contract documentation.

Issuing and Conducting Procurement Unit: Granite School District In accordance with Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108, this is a notice of intent to award without engaging in a standard procurement process. It is not a request for quotes, bids or proposals. DO NOT submit questions, bids, no-bids or other information in this system. NO ACTION IS REQUIRED IF YOU AGREE WITH THIS NOTICE. If there are any other qualified vendors that meet the specifications of this notice, any such vendor must submit the following information via email only to Adar Livni-Sullivan at alivni@graniteschools.org prior to the event close date. The name of the contesting vendor and contact person; and a detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. In addition, a vendor must include: Documentation that the vendor can provide a comparable or better procurement item that meets or exceeds the specifications; documentation that the vendor can also provide the same proprietary procurement item or an equivalent procurement item; and if transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the vendor's anticipated transitional costs. NOTICE OF INTENT TO AWARD WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Utah Procurement Code provides that a purchase may be made without engaging in a standard procurement process if it can be determined in writing that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rule making authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. Granite School District Purchasing Department has received a request to make the following award without engaging in a standard procurement process: Requesting School/Department: Granite School District/Educational Technology Department Product and/or service to be purchased: Padlet for Schools Earliest date purchase may occur: June 3, 2026 Proposed Supplier: Padlet Justification: * There is only one source for the procurement item. Padlet is uniquely suited to meet the District's instructional and student data privacy needs. It provides a secure platform for both student content submission and teacher-managed discussion boards, with built-in moderation controls and privacy settings designed specifically for classroom use. Comparable platforms do not offer the same level of security, user management, or compliance features required in a K-12 educational environment. Additionally, Padlet allows teachers to create and manage separate boards by class period, subject, or activity, ensuring that student discussions remain organized and segmented. This functionality supports efficient classroom management across multiple sections and is critical for maintaining instructional continuity. Padlet's platform is proprietary in both design and functionality. While other tools may offer limited collaboration features, they are not purpose-built for education and do not provide the same combination of security, usability, and classroom-specific controls. As a result, no other product offers an equivalent solution that meets the District's requirements. Length of notice: Granite School District intends to purchase these products for the next four years, thus this notification will be considered official notification for the subsequent four years through 2030. Anticipated expenditure: 2026-2027 school year: $43,625 2027-2028 school year: $55,750 2028-2029 school year: $67,875 2029-2030 school year: $80,900 Total: $248,150
