About this opportunity
Granite School District is publishing a notice of intent to award without engaging in a standard procurement process for Language Live, with a challenge submission deadline of June 26, 2026. This is not an RFP, RFQ, or IFB; no bids or proposals are being solicited. Interested vendors who believe they can provide a comparable or competing product must submit a detailed challenge via email to Adar Livni-Sullivan at alivni@graniteschools.org by the close date, including documentation that alternative qualified sources exist and that the vendor's product meets or exceeds specifications, along with any applicable transitional-cost comparisons.
The procurement is proceeding under Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108 based on a written determination that sole source, significant transitional costs, or other circumstances identified in state rule make standard procurement impractical or contrary to the district's interests. The District has not publicly identified the incumbent vendor or intended awardee, the contract value, or the specific contract term.
If a vendor submits a valid challenge, it must include the vendor's name and contact person; a detailed explanation with documentation of competing sources for the procurement item; documentation of comparable or superior product capability; documentation of the same proprietary item or an equivalent alternative; and, if transitional costs are the justification, a cost comparison of the district's identified transitional costs against the challenging vendor's anticipated transitional costs.
Awardee will be bound to the District's standard IT terms and conditions, which require data storage in U.S. data centers with 128-bit encryption, 72-hour security-incident notification, one-year hardware warranty and 90-day software warranty, workers' compensation and general liability insurance at statutory or specified minimums, E-Verify compliance, and six-year record retention. Payment terms are net 30 days from correct invoice. The contract is governed by Utah law with venue in Salt Lake County's Third Judicial District Court.

It is not a request for quotes, bids or proposals. DO NOT submit questions, bids, no-bids or other information in this system. NO ACTION IS REQUIRED IF YOU AGREE WITH THIS NOTICE. If there are any other qualified vendors that meet the specifications of this notice, any such vendor must submit the following information via email only to Adar Livni-Sullivan at alivni@graniteschools.org prior to the event close date. The name of the contesting vendor and contact person; and a detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. In addition, a vendor must include: Documentation that the vendor can provide a comparable or better procurement item that meets or exceeds the specifications; documentation that the vendor can also provide the same proprietary procurement item or an equivalent procurement item; and if transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the vendor's anticipated transitional costs. NOTICE OF INTENT TO AWARD WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Utah Procurement Code provides that a purchase may be made without engaging in a standard procurement process if it can be determined in writing that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rule making authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. Granite School District Purchasing Department has received a request to make the following award without engaging in a standard procurement process: Requesting School/Department: Special Education Programs Product and/or service to be purchased: Language! Live Earliest date purchase may occur: 07/07/2026 Proposed Supplier: Lexia Voyager Sopris Inc. Justification: * There is only one source for the procurement item. Language Live! is a comprehensive literacy intervention program specifically designed for adolescent students with significant reading deficits, including students with dyslexia and students receiving special education services. The program integrates explicit instruction in phonological awareness, phonics, decoding, fluency, vocabulary, spelling, writing, and comprehension into a single structured literacy framework aligned with the Science of Reading and the principles of Structured Literacy. Unlike many intervention products that focus primarily on comprehension, adaptive software, or isolated skill development, Language Live combines teacher-led instruction, student workbooks, digital resources, embedded assessments, progress monitoring, and intervention supports into a unified instructional model specifically designed for secondary students reading significantly below grade level. Length of notice: Granite School District intends to purchase these products for the next five years, thus this notification will be considered official notification for the subsequent five years through July 2031 Anticipated expenditure: Approximately $75,000 annually
