Granite School District, located in Salt Lake County, Utah, is issuing a Notice of Intent to Award Without Engaging in a Standard Procurement Process for an Aviation Wind Tunnel procurement item, posted on February 19, 2026, with a deadline of February 27, 2026. This non-competitive procurement is being conducted in accordance with Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108, which permits direct awards under specific circumstances including single-source availability, significant transitional costs, or circumstances making standard procurement impractical. The challenge submission must include the vendor's name and contact information, documentation proving comparable or equivalent procurement items are available, evidence of competing sources, and if applicable, a cost comparison of transitional expenses. No questions, bids, or proposals should be submitted through the standard procurement system, and no action is required from vendors who agree with this notice.
The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information within the provided Notice of Intent. The attached Granite School District Purchase Order Terms and Conditions for Goods establishes the contractual framework governing this procurement, requiring vendors to maintain workers' compensation insurance at statutory limits, commercial general liability coverage of at least one million dollars per occurrence with two million aggregate, E-Verify registration, and compliance with federal and state employment discrimination laws. Deliverables must be provided within five days of purchase order receipt on an F.O.B. destination basis with all transportation costs covered by the contractor, with the District retaining thirty days post-delivery for inspection and acceptance. Contractors must warrant goods for one year, ensuring they are new, unused, and free from defects, with payment terms requiring invoices within thirty days of delivery and payment due within thirty days of correct invoice receipt. The notice does not disclose the specific award value or budget range for this Aviation Wind Tunnel procurement.
