About this opportunity
The Michigan Department of Technology, Management & Budget is issuing a Notice of Intent to Award for construction services at the Plainwell Kavco Landfill Site AST Decommissioning project, with the award notice posted July 13, 2026 and the intent-to-award deadline July 14, 2026. This is a best-value procurement, not lowest-price-only.
The scope encompasses remedial activities at the former landfill site: removal and disposal of a 25,000-gallon aboveground storage tank, demolition and replacement of two concrete pads, installation of a gravel pad, replacement of approximately 250 feet of chain-link fence, and site restoration to protect public health, safety, welfare, and the environment. Project completion is estimated at 15 days.
The recommended awardee is E.T. MacKenzie Company, LLC of Grand Ledge, Michigan, at a contract award amount of $177,240. This was not the lowest base bid; TSP Construction, LLC submitted the lowest at $174,211.77. AECOM, the professional services contractor, recommended E.T. MacKenzie based on superior performance evaluation scores (109.00 versus TSP's 86.38), shorter estimated project duration (15 days versus 20 days), and lower total project cost to the State when Professional Service Contractor oversight costs are included ($191,029.50 for E.T. MacKenzie versus $192,327.78 for TSP). Eight responsive bids were received and opened June 10, 2026. Funding is 100% through state resources allocated to the Remediation and Redevelopment funding source (File No. 761/26094.SAR). The contract award recommendation was approved July 10, 2026 by Adam P. Lach, Director of State Facilities Administration — Design & Construction Division. Sadi Rayyan, Design and Construction Project Director, is the primary point of contact for evaluation questions.
