About this opportunity
The Texas Military Department is requesting bids for electrical power installation services at Ellington Field Army Aviation Support Facility in Houston under IFB TMD26-FMO-0043675, with sealed bids due June 22, 2026 at 2:00 p.m. CST. Attendance at a minimum of one mandatory site visit on June 10 or June 11, 2026 at 9:30 a.m. CST is required for bid eligibility.
The scope encompasses installation of approximately 100 yards of electrical metallic tubing (EMT) conduit routed between Building 1183 (AASF hangar) and the Aviation Large Area Maintenance Shelter (ALAMS) at 10901 Brantley Avenue, Houston, Texas 77034, plus oil-resistant cable with twist locks in cable protection trays and multiple voltage systems at 120V, 208V, and 230V to support clam-shell hangar doors, fan and ventilation systems, and mechanical tools and diagnostic equipment. A licensed master electrician is required. Work must be completed within 30 calendar days, with daily cleanup and safe work environment maintenance throughout.
The contract pricing structure is firm fixed price on a no-minimum, as-needed basis with a one-year initial term and up to three optional one-year renewal periods subject to funding availability. All costs—labor, materials, tools, supplies, equipment, and transportation—are included in the bid. Performance bonds and payment bonds may be required for contracts exceeding $25,000 and $100,000 respectively, with bond costs included in the base bid.
Respondents must demonstrate proof of workers' compensation at statutory limits, commercial general liability at $1 million per occurrence / $2 million aggregate, and automobile liability at $500,000 combined single limit. TMD will evaluate bids on best value factors including total cost of ownership, specification compliance, delivery timeframe, past vendor performance, and vendor financial resources. Written questions are due June 15, 2026 at 2:00 p.m. CST. Respondents must submit three references of similar projects completed within the past five years and provide current certificates of insurance within five business days of award. The contract administrator is Susannah Jones (512-782-3826, Procurement@military.texas.gov) and the project manager is Bobby Osseweyer (832-315-7248, bobby.s.osseweyer.nfg@army.mil).
