About this file
This is an Addendum to a solicitation issued by the Texas Military Department for electrical power installation services under Invitation for Bid (IFB) TMD26-FMO-0043675 at Ellington Field Army Aviation Support Facility in Houston, Texas. The addendum, effective June 17, 2026, addresses vendor questions and answers regarding the project scope. The scope encompasses installation of approximately 100 yards of electrical metallic tubing (EMT) conduit between Building 1183 (Army Aviation Support Facility hangar) and the Aviation Large Area Maintenance Shelter (ALAMS), including oil-resistant cable with twist locks in cable protection trays to support multiple voltage systems at 120V, 208V, and 230V for clam-shell hangar doors, ventilation systems, and mechanical equipment. Sealed bids were due June 22, 2026 at 2:00 p.m. CST, with mandatory site visits required on June 10 or June 11, 2026 at 9:30 a.m. CST. A licensed master electrician is required, and work must be completed within 30 calendar days.
Key technical clarifications provided in the addendum indicate that the trailer receptacle (LH-1, 3, 5) at the hangar operates at 480 volts with a #4 AWG wire feeding a 400-amp panel, located approximately 150 feet from the connection point. Contractors should eliminate the existing plug and install a face plate, with the ability to drop a leg to obtain the required 230-volt supply. The contract is structured as firm fixed price on a no-minimum, as-needed basis with a one-year initial term and up to three optional one-year renewal periods subject to funding availability. All costs including labor, materials, tools, supplies, equipment, and transportation are included in the bid. Bidders must demonstrate proof of workers' compensation insurance, commercial general liability at $1 million per occurrence/$2 million aggregate, and automobile liability at $500,000 combined single limit. Performance and payment bonds may be required for contracts exceeding $25,000 and $100,000 respectively, with costs included in the base bid.

The trailer receptacle (LH – 1, 3, 5) on the Army Aviation Support Facility hangar that was shown to us onsite is 480 volts. We were told by the onsite personnel that this is where we would be making our connection point and that we only need to provide 230 volt and to drop a leg. Please confirm this as well as identify what wire size is feeding the trailer receptacle (LH – 1, 3, 5) as we were not shown this during the site visit.
The trailer plug LH-1, 3, 5 is 480, has a tag on the back side. Yes, that's where the connection will be made inside that junction box. Eliminate the plug and put a face plate. Ideally drop a leg out and you would get 230volt.
Load is 480v, #4 awg, 400-amp panel.
Also, what is the distance from the trailer receptacle (LH – 1, 3, 5) to the panel inside the Army Aviation Support Facility hangar that is powering this? Estimated length from panel to plug 150ft.
