About this file

This is an Addendum 2 to an Invitation for Bids (IFB) issued by the Texas Military Department for Power Installation services at Ellington Field Army Aviation Support Facility in Houston under solicitation number TMD26-FMO-0043675. The addendum addresses vendor questions and clarifications regarding the electrical installation project, which includes approximately 100 yards of electrical metallic tubing (EMT) conduit routing between Building 1183 (AASF hangar) and the Aviation Large Area Maintenance Shelter (ALAMS), oil-resistant cable with twist locks in cable protection trays, and multiple voltage systems (120V, 208V, and 230V) to support clam-shell hangar doors, ventilation systems, and equipment. The original sealed bid deadline is June 22, 2026 at 2:00 p.m. CST, with mandatory site visits required on June 10 or June 11, 2026 at 9:30 a.m. CST for bid eligibility. Written questions were due June 15, 2026 at 2:00 p.m. CST. Work must be completed within 30 calendar days, and a licensed master electrician is required. The contract is structured as firm fixed price on a no-minimum, as-needed basis with a one-year initial term and up to three optional one-year renewal periods.

The addendum provides critical technical clarifications including specifications that rigid (metal) conduit must be used for exterior routing on the permanent hangar building and painted to match existing building colors, speed bump cable trays do not require bolting to concrete paving, and the maximum load crossing over cable trays is 25,000 pounds. All costs including labor, materials, tools, supplies, equipment, and transportation are included in the bid price. Performance and payment bonds may be required for contracts exceeding $25,000 and $100,000 respectively, with bond costs included in the base bid. Bidders must provide proof of workers' compensation insurance at statutory limits, commercial general liability at $1 million per occurrence/$2 million aggregate, and automobile liability at $500,000 combined single limit. The contract administrator is Susannah Jones at 512-782-3826 (Procurement@military.texas.gov), and the project manager is Bobby Osseweyer at 832-315-7248 (bobby.s.osseweyer.nfg@army.mil).
