About this opportunity
The Texas Military Department is requesting bids for HVAC repair services at the Temple Readiness Center under IFB TMD26-CFMO-0044326, with bids due August 4, 2026 at 1:00 PM CT and mandatory site visits on June 30, 2026 (10:00 AM and 2:00 PM CT sessions); failure to attend one session results in disqualification.
The scope is the complete replacement of approximately 5,200 linear feet of refrigerant piping serving the 46,058 square foot facility at 8502 Airport Road, Temple, TX 76502. The existing Variable Refrigerant Flow system comprises four zones with seven roof-mounted Mitsubishi condensing units, multiple branch controllers, and fifty-eight ceiling cassette and four concealed ducted units. Work includes site survey, refrigerant piping design using Mitsubishi Diamond System Builder software, EPA-compliant refrigerant recovery, removal and reinstallation of acoustic ceiling tiles and grids, new piping installation with nitrogen purge during brazing, 600 psi pressure testing for 24 hours, system evacuation, and charging. Contractors must hold Mitsubishi Diamond Builder and M-NET software certification. Work is performed Monday through Friday, 7:00 a.m. to 5:00 p.m., with extended-hours and weekend coordination available. Closeout documentation includes as-built drawings, final piping layout, final refrigerant charge report, pressure test and vacuum logs, and the Diamond System Builder file.
Pricing is firm fixed price on a not-to-exceed, turnkey, no-minimum basis. Contractors must provide a performance period in calendar days and include all labor, materials, equipment, overhead, profit, bonds, insurance, permits, testing, and cleanup in the base bid. Prevailing wage rates established under Texas Government Code 2258 apply. Performance bonds are required for contracts exceeding $100,000; payment bonds for contracts exceeding $25,000. A Dun & Bradstreet or Fitch Ratings report demonstrating financial viability is required. TMD will withhold 5% retainage from final payment pending work acceptance and warranty documentation.
All responding vendors must submit a completed subcontracting plan demonstrating good faith efforts to recruit certified VetHUB (Veteran Heroes United in Business) contractors through notification of at least two VetHUBs per subcontracting opportunity with a minimum seven-business-day response window. Subcontracting opportunities exist in Building Construction (NIGP 909-22), HVAC (NIGP 914-50), and Testing Services (NIGP 907-83). Evaluation considers price, specification compliance, delivery timeframe, past vendor performance, and financial resources under a best-value standard. The response acceptance period is 60 days from solicitation opening. Technical points of contact are Russell Coble (512-217-7775, russell.d.coble2.nfg@cfmo.mil.texas.gov) and Johnny Green (512-913-6035, johnny.green.nfg@cfmo.mil.texas.gov).
