About this file

This is a Scope of Work document issued by the Texas Military Department for the replacement of refrigerant piping at the Temple Readiness Center located at 8502 Airport Road, Temple, TX 76504. The project involves the complete replacement of approximately 5,200 linear feet of refrigerant piping serving a 46,058 square foot facility. The existing Variable Refrigerant Flow (VRF) system consists of four zones with seven roof-mounted condensing units, four branch controllers serving fifty-eight ceiling cassette units and four concealed ducted units, and one sub-branch controller serving two additional ceiling cassette units, all controlled by one AE-50 and one AE-200 central controller. The contractor must perform a complete site survey, develop a comprehensive refrigerant piping design using Mitsubishi Diamond System Builder software, recover existing refrigerant in accordance with EPA regulations, remove and reinstall acoustic ceiling tiles and grid systems, install new refrigerant piping with proper nitrogen purge during brazing operations, and conduct pressure testing at 600 psi for 24 hours followed by system evacuation and charging. Work is permitted during normal business hours Monday through Friday from 7:00 a.m. to 5:00 p.m., with coordination available for extended hours and weekend work with Regional Manager Russell Coble (512-217-7775).

All bids shall be submitted on a "Not to Exceed" and "Turnkey" basis, with the contractor responsible for supplying all labor, tools, equipment, transportation, supervision, cleanup, disposal, and all applicable licenses, insurance, and permits required for project completion. The contractor must secure all materials and equipment storage, with the Texas Military Department designating an area for any contractor-provided storage containers. Closeout documentation must include as-built drawings, final piping layout, final refrigerant charge report, pressure test and vacuum logs, and the DSB file for the system. Technical points of contact are Russell "Rusty" Coble (512-217-7775, russell.d.coble2.nfg@cfmo.mil.texas.gov) and Johnny Green (512-913-6035, johnny.green.nfg@cfmo.mil.texas.gov), and all questions regarding the scope of work must be submitted in writing to the POC.

Texas Military Department 8502 Airport Road Temple, TX, 76504 Temple RC Line Set

Replacement Scope of Work

Justification:

The Temple Readiness Center Variable Refrigerant Flow (VRF) system has experienced progressive degradation due to improperly installed refrigerant piping, resulting in chronic leaks and multiple compressor failures. Repeated repair efforts have failed to restore system reliability and ensure proper operation.

Work hours:

Work is permitted during normal business hours, Monday through Friday, from 7:00 a.m. to 5:00 p.m. Contractor may work beyond these hours including holidays and weekends if coordinated with the Regional Manager Mr. Russell Coble.

Overview:

The Texas Military Department (TMD) is seeking the replacement of approximately 5,200 linear feet of refrigerant piping serving a 46,058 square foot Temple Readiness Center facility. The existing Variable Refrigerant Flow (VRF) system consists of four (4) zones with seven (7) roof-mounted condensing units, four (4) branch controllers serving fifty-eight (58) ceiling cassette units and four (4) concealed ducted units, and one (1) sub-branch controller serving two (2) additional ceiling cassette units. The system is controlled by one (1) AE-50 and one (1) AE-200 central controller.

The majority of the refrigerant piping is installed above acoustic drop ceiling systems throughout the facility, requiring removal and reinstallation of ceiling tiles and grid components to access piping and replacement of any material damaged during removal.

The existing refrigerant piping was installed using press-fit (ZoomLock) fittings that have been inspected by manufacturer representatives and determined to be improperly installed.

Replacement Scope of Work

Additionally, piping routing deficiencies have introduced the potential for oil traps, contributing to ongoing system performance and reliability issues.

Due to the extent of piping replacement, the system shall be treated as a full redesign of the refrigerant distribution network. The contractor shall utilize manufacturer-approved design software, including Mitsubishi Diamond System Builder (DSB), to verify piping configuration, calculate total system refrigerant charge, and ensure compliance with manufacturer requirements.

No on-site building or storage facility (connex) will be provided for contractor use. The contractor shall be responsible for securing all materials, tools, and equipment. If the contractor elects to provide a storage container, an area will be designated by the Texas Military Department for placement prior to delivery.

Work Breakdown:

• Contractor shall perform a complete site survey to verify existing conditions, piping routes, and equipment connections.

• Contractor shall develop a complete refrigerant piping design for all VRF systems.

• Design shall be completed using Mitsubishi Diamond System Builder.

• Contractor shall submit DSB reports, piping diagrams, and refrigerant calculations for review and approval prior to installation.

• All designs shall comply with manufacturer requirements and installation manuals.

• Contractor shall submit brazing procedures, including nitrogen purge methodology and brazing material.

• Contractor shall recover all existing refrigerant in accordance with EPA regulations.

• Contractor shall protect all existing equipment to remain.

• Contractor shall remove and reinstall acoustic ceiling tiles and grid systems as required to access piping.

• Contractor shall protect ceiling and roof systems during construction.

• Damaged ceiling tiles, grid, or supports shall be replaced to match existing systems.

• Work shall be coordinated to minimize disruption to facility operations.

• Install new refrigerant piping in accordance with manufacturer's requirements.

• Contractor shall maintain continuous nitrogen flow during all brazing operations to prevent oxidation.

• Contractor shall install piping to ensure proper oil return, including correct pitch, proper routing, and elimination of unintended oil traps.

• All joints shall remain exposed until pressure testing is complete and accepted.

• All refrigerant piping systems shall successfully pass the specified pressure test prior to Owner acceptance of the Work. Contractor shall submit documented pressure test reports for record and compliance verification. Any system failing to meet pressure test requirements shall be repaired and retested until acceptable results are achieved.

• Piping supports shall be installed per code and manufacturer requirements.

• Contractor shall be responsible for identifying and correcting any installation deficiencies required to meet manufacturer commissioning requirements.

• Piping shall follow approved shop drawings and DSB design.

• All piping shall be insulated with new materials with a continuous vapor barrier and sealed joints and terminations. All penetrations shall be sealed.

• Exterior piping shall include UV protection.

• Contractor shall pressure test all piping systems using dry nitrogen following the manufacturer's pressure and duration requirements of 600psi for a period of 24 hours.

• Contractor shall evacuate system to 4,000 microns and break with nitrogen. Evacuate to

1,500 microns and break with nitrogen. Evacuate to 500 microns. Once 500-micron vacuum is achieved, pump will run for 30 minutes and then close the gauge valves. Shut down pump and allow system to stand for 1 hour and ensure the vacuum remains at 500 microns.

• Refrigerant shall be charged by weight as calculated using the approved DSB design.

Contractor shall provide documentation verifying refrigerant charge matches DSB-calculated values.

• New system start up procedures outlined in the clean-up kit instructions shall be followed to ensure no contaminants and non-condensable materials remain in the system.

• Perform system start up following manufacturer requirements .

• Verify operation of all indoor and outdoor units using a Mitsubishi-compatible M-Net interface capable of communicating with all installed indoor units, outdoor units, branch controllers, and system controllers.

• System shall operate without faults across all zones.

• Commissioning will include the use of manufacturer service tools and software.

• Closeout documents shall include:

o As-built drawings o Final piping layout o Final refrigerant charge report o Pressure test and vacuum logs o DSB file for system
