About this opportunity

Teague Independent School District is requesting qualifications for Construction Manager-At-Risk (CMAR) services to manage two November 2026 Bond Projects under a two-step competitive process governed by Texas Government Code Chapter 2269, Subchapter F, with qualifications statements due June 11, 2026 at 2:00 p.m. local time.

Project A is a new elementary expansion with multi-purpose room totaling approximately 18,000 square feet and an anticipated construction budget of $7.5 million. Project B is a new varsity gym with approximately 1,200 seats and 40,000 square feet with an anticipated construction budget of $13.5 million. Combined estimated construction value is $21 million, with design and construction documentation through December 2026 and construction extending through 2027.

The district will select one or more construction managers. Step 1 evaluates qualifications statements on a 48-point scale based on firm background, Texas school district CMAR experience, pre-construction budgeting and design assistance methodology, proposed personnel and management team, firm financial strength, and litigation record in the past five years. Short-listed firms are notified by June 12, 2026. Step 2 proposals are due June 18, 2026 at 2:00 p.m., followed by interviews on June 23, 2026. Final recommendations to the Board of Trustees are due by July 28, 2026.

The CMAR fee structure consists of a fixed percentage of estimated construction cost plus general conditions costs billed at actual cost with an agreed not-to-exceed amount. The contractor must not exceed a 5% subcontractor mark-up fee and must provide itemized general conditions cost estimates with weekly rates and insurance rates as a percentage of total construction cost. On-site staffing must include a full-time superintendent and full-time or part-time project manager. The contract uses AIA Document A133-2019 with a Guaranteed Maximum Price amendment. Sealed submissions require five hard copies and one digital PDF submitted to Leslie Cockerham, Business Office Specialist, at 420 N. 10th Avenue, Teague, Texas 75860. Questions are directed to Craig Carpenter, Director of Maintenance & Operations.
