Summary

This Request for Qualifications (RFQ) document is issued by Teague Independent School District in Teague, Texas for Construction Manager-At-Risk (CMAR) services to manage two November 2026 Bond Projects. The district seeks to select one or more construction managers using a two-step competitive process governed by Texas Government Code Chapter 2269, Subchapter F. Project A involves construction of a new elementary expansion with a multi-purpose room totaling approximately 18,000 square feet with an anticipated construction budget of $7.5 million, while Project B consists of a new varsity gym with approximately 1,200 seats and 40,000 square feet with an anticipated construction budget of $13.5 million. Step 1 qualifications statements must be submitted by 2:00 PM local time on Tuesday, June 11, 2026, with short-listed firms notified by June 12, 2026. Step 2 proposals are due by 2:00 PM local time on Thursday, June 18, 2026, followed by interviews on June 23, 2026, with final recommendations to the Board of Trustees by July 28, 2026. The anticipated design/construction document phase runs through December 2026, with construction extending through 2027. Sealed submissions require five hard copies and one digital copy in PDF format submitted to Leslie Cockerham, Business Office Specialist, at 420 N. 10th Avenue, Teague, Texas 75860, with inquiries directed to Craig Carpenter, Director of Maintenance & Operations.

The CMAR fee structure consists of a fixed percentage of estimated construction cost plus general conditions costs billed at actual cost incurred with an agreed not-to-exceed amount. The contractor must provide a subcontractor mark-up fee not to exceed 5%, pre-construction services cost estimate, general conditions cost estimate itemized by line item with weekly rates, and insurance rates as a percentage of total construction cost. On-site staffing must include a full-time superintendent and full-time or part-time project manager with all field staff costs billable to the owner. The contractor's fee includes specific items such as safety supervisors, personal computers, vehicle maintenance, bonuses, AGC fees, and mobile communications, which are not to be billed separately as general conditions. The selection process evaluates step one responses on a 48-point scale based on firm background, Texas school district construction experience as CMAR, pre-construction budgeting and design assistance methodology, proposed personnel and management team, firm financial strength, and litigation record in the past five years. Step two interviews, conducted with short-listed firms for approximately 30 minutes each, assess experience, contract deviations, personnel availability, budgeting processes, value engineering approaches, and constructability analysis capabilities. The contract utilizes AIA Document A133-2019 as the standard form agreement with a Guaranteed Maximum Price amendment executed upon acceptance of the construction manager's proposal.
