About this opportunity
Texas A&M University-Texarkana (TAMUT) Business Services is issuing a Request for Qualifications (RFQ) to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for architectural design services on an as-needed basis for campus projects. The procurement seeks statements of qualifications from firms with established expertise providing architectural design services for institutions of higher education. Qualified respondents must submit comprehensive proposals by 11:30 PM Central Time on February 8, 2026, with a questions deadline of January 28, 2026. Required proposal components include executed offers, completed proposal forms, felony conviction notifications, non-collusion affidavits, company history and legal structure documentation, three years of financial strength evidence, detailed financial proposals identifying compensation structure, comparable experience with representative projects, identification of four similar current clients with contract terms and scope, discontinued accounts within four years with contact information, and minimum four current client references. The resulting agreement will become effective March 1, 2026, with an initial three-year term and options to renew for up to two additional one-year terms contingent on mutual agreement. Evaluation criteria emphasize relevant experience, financial capability, insurance coverage requirements (Professional Liability ranging from $1,000,000 each claim/$2,000,000 aggregate for projects up to $20,000,000 to $5,000,000 each claim/$10,000,000 aggregate for projects exceeding $120,000,001), and client references.
While the RFQ does not establish formal set-aside designations, respondents utilizing subcontractors must complete a VetHUB Subcontacting Plan and demonstrate good faith efforts to utilize Historically Underutilized Business vendors, though subcontracting opportunities are not anticipated. TAMUT reserves the right to select multiple respondents to ensure adequate coverage for main campus operations in Texarkana, Texas, and other A&M System member institutions have the option to utilize any awarded firms for their own institutional or agency-managed construction projects. All proposals remain valid for a minimum of 90 days from submission. The University retains the right to reject any or all qualifications, cancel the RFQ, or reduce the scope of work based on budgetary considerations. No specific contract value or budget range is listed in the RFQ documentation. Vendors must maintain workers' compensation, general liability, and automobile liability insurance in addition to required Professional Liability coverage.
