About this opportunity
The Texas A&M University System Office of Facilities Planning & Construction, on behalf of Texas A&M University-Texarkana, is soliciting proposals for a Construction Manager at Risk (CMAR) firm to deliver the Athletics Complex Phase II project through a Request for Proposals (RFP) process conducted pursuant to Texas Education Code 51.782(e). The procurement encompasses the design and construction of two major facilities: a Football Practice Field and Track facility featuring a 5,269 GSF metal support building with dressing areas, restrooms, offices, and storage; a synthetic turf practice field with NCAA-compliant goal posts, scoreboard, and LED field lighting; an eight-lane NCAA Division II-compliant running track with field event areas; and modular aluminum bleachers with approximately 250-seat capacity; and a Tennis Complex consisting of eight uncovered NCAA Division II-compliant tennis courts with a covered central viewing deck. The selected CMAR firm will provide comprehensive pre-construction services including constructability guidance, cost estimates, and construction schedules; establish a Guaranteed Maximum Price (GMP); and perform complete construction services. Proposals must be submitted through eBuilder by 2:00 p.m. CDT on Thursday, April 30, 2026, with no exceptions for late submissions. Selection will be based on "best value" to the Owner according to published selection criteria, and interviews with CMAR firms may be conducted at the Owner's discretion. All RFP package documents must be accessed and completed within eBuilder, and all addendums will be posted on the eBuilder site. Questions regarding the RFP should be directed to Jeff Herring at the Office of Facilities Planning & Construction at (979) 458-7006 or jeffery.herring@tamus.edu.
