About this opportunity
The Texas General Land Office (GLO) issued a Request for Qualifications (RFQ) on March 25, 2026, for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide post-disaster debris removal services along the Texas Gulf Coast. The procurement seeks qualified contractors capable of delivering three primary service categories: beach debris removal and demolition from public beaches and adjacent areas; marine debris removal from Coastal Public Lands within the Gulf of America out to one-quarter mile; and derelict vessel removal, storage, demolition, and disposal in Coastal Waters and at public or private ports. Qualified contractors must demonstrate the ability to deploy within 72 hours of a declared disaster, possess the capability to perform professional side-scan sonar services with 250kHz or greater resolution, maintain full OSHA compliance, and operate in accordance with the FEMA Public Assistance Program and Policy Guide. Minimum qualifications include three years of recent experience in beach, marine, or vessel debris removal operations; demonstrated experience conducting large debris removal operations within the past three years; a minimum of two years of FEMA working experience; and demonstrated financial solvency and adequate capitalization. Evaluation criteria allocate 50 percent to company qualifications and past performance, 25 percent to key staff qualifications and experience, and 25 percent to demonstrated FEMA experience, with an additional potential 20 points awarded through oral interviews. The submission deadline is April 22, 2026, at 2:00 p.m. CT, with an initial contract term running through May 31, 2031, and GLO discretion to extend for up to five additional years. Multiple awards are anticipated to ensure service coverage across all Texas Gulf Coast areas.
All respondents, including HUB and non-HUB entities, must submit a completed Veteran Heroes United in Business (VetHUB) Subcontracting Plan meeting a 1.0 percent HUB goal. Contractors must maintain comprehensive insurance coverage including Workers' Compensation per statutory limits, Commercial General Liability of $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 combined single limit, Contractor's Pollution Liability of $500,000 per occurrence, and Marine Contractor's Liability of $500,000 per occurrence. Financial capability will be evaluated post-award through review of audited or unaudited financial statements and completion of a Financial Statement Components Worksheet. No cost proposals are submitted with the initial Statement of Qualifications; pricing and work plans are requested upon work order issuance following a declared disaster. The RFQ does not specify an overall budget value or award range, as compensation will be determined through individual work orders issued contingent upon qualifying disaster declarations.
