The procurement requires contractors to demolish and remove three existing tanks (one 6,502-gallon vertical gun barrel tank and two 10,000-gallon tanks), approximately 200 linear feet of 2-inch PVC piping, an existing pump shed, and two centrifugal pumps, followed by replacement with three new high-density polyethylene heavy-duty tanks, approximately 200 linear feet of new 2-inch HDPE piping, an 8-foot by 12-foot metal-sided building, and two stainless steel centrifugal pumps meeting specified minimum requirements. All work must comply with applicable federal, state, and local laws and industry safety standards. The evaluation criteria consist of cost (40 percent weight), demonstrated relevant experience and past performance (30 percent), proposed personnel, methodology, and schedule (20 percent), and safety record (10 percent). The submission deadline is June 3, 2026, at 2:00 p.m. CT, with an anticipated evaluation period from June 4 to June 18, 2026, estimated contractor selection by June 22, 2026, and contract award and execution estimated for July 31, 2026. Contractors must complete all work within 180 calendar days of receiving a Notice to Proceed, with commencement required no later than 45 calendar days after NTP receipt.

All respondents must submit a completed VetHUB (Veteran Heroes United in Business) Subcontracting Plan with their response or face rejection, with the GLO establishing a subcontracting goal of 0.50 percent of the total contract value. Contractor insurance requirements are comprehensive and include Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Contractor's Pollution Liability of $1,000,000, Workers' Compensation at statutory limits with Employers Liability of $1,000,000 per category, Commercial Automobile Liability of $1,000,000 Combined Single Limit, Longshore and Harbor Workers' Act Compensation coverage at statutory limits, and Marine Contractor's Liability Insurance of $500,000 per occurrence.
