About this opportunity

The City of Lubbock, Texas, has issued Request for Proposals (RFP) 26-19454-KM for construction services to design and build a retaining wall as part of the Bell Farms Public Improvement District Playa Lake project. Proposals must be submitted electronically through the City's Bonfire portal or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management, by 3:00 PM on April 9, 2026. A non-mandatory pre-proposal conference will be held on April 1, 2026, at 11:00 AM via Zoom to address project requirements and answer offeror questions. The successful contractor must substantially complete the construction work within 120 consecutive calendar days from the Notice to Proceed date, which will be issued 30 days following City Council approval on May 26, 2026. Evaluation of proposals will be weighted on a 100-point scale: 60 points for price (with the lowest proposal serving as the standard), 30 points for contractor qualifications and safety record, and 10 points for construction schedule. All work must comply with contract specifications, general conditions, and prevailing wage requirements under Texas Government Code Chapter 2258. Proposals will be publicly opened and read aloud on April 9, 2026, at 3:00 PM via teleconference.

Offerors must submit proposal security equal to not less than 5% of the total proposal amount in the form of a cashier's check, certified check, or proposal bond, with failure to include this security resulting in automatic disqualification. If the contract price exceeds $100,000, a performance bond will be required in the amount of 100% of the total contract price; if it exceeds $50,000, a payment bond of the same amount is also mandated. The contractor must obtain all required insurance prior to commencing work and must comply with prevailing wage requirements, workers' compensation coverage obligations, and all applicable state and local regulations. No specific set-asides or restrictions on organization types are identified in the available procurement documents. The estimated project budget is $180,000.00. The City of Lubbock reserves the right to reject any or all proposals and waive formalities in accordance with Texas Government Code provisions for competitive sealed proposals.
