About this opportunity
Spring Independent School District in Houston, Texas, issued a Request for Proposals (RFP) on May 1, 2026, seeking a qualified vendor to provide a District-Wide Enterprise Resource Planning (ERP) System to support core administrative and business operations including finance, human resources, payroll, and procurement. The District requires a comprehensive, fully integrated software solution with complete implementation, configuration, deployment, data migration, testing, training, and post-implementation support services. Vendors must submit proposals by May 22, 2026, at 12:00 PM (CT), with a question deadline of May 7, 2026, at 12:00 PM (CT). Required submittals include completed Form W-9, a System Requirements spreadsheet, Company Summary and Narrative, Implementation Methodology and Schedule, and a Detailed Proposed Plan addressing implementation evidence, training programs, technical environment, data conversion strategy, security strategy, and a three-year development roadmap. Evaluation criteria mandated by Texas Education Code 44.031(b) include purchase price, long-term costs, quality of goods and services, extent to which offerings meet District needs, vendor reputation, past vendor relationships, impact on historically underutilized business compliance, whether the vendor's principal place of business is in Texas or employs at least 500 persons in the state, and other relevant factors. An award recommendation will be presented to the Spring ISD Board of Trustees on August 11, 2026, with the initial contract term spanning two years from August 11, 2026, through August 10, 2028.
The District has estimated the total contract value to exceed $200,000 annually based on its operational needs, with pricing to remain fixed throughout the full initial two-year contract term; price increase requests are limited to renewal points and capped at 3 percent annually when accompanied by proper justification. Vendors may bid on all or selected items, with the District reserving the right to issue partial or full awards based on submitted proposals. The RFP evaluation process considers historically underutilized business compliance, and the District evaluates vendor status regarding Texas principal place of business or employment of at least 500 persons within the state. The initial two-year contract includes District options to renew annually for up to four additional one-year terms or to extend on a year-to-year basis through purchase orders until contract rebidding occurs. The District reserves the right to modify, substitute, or cancel products during the contract term and permits adoption of this contract by other Central Texas Purchasing Alliance (CTPA) member districts under the same or better terms, potentially expanding the scope and value of awarded contracts.
