About this opportunity
The Alamo Area Council of Governments (AACOG) is procuring fiber optic cabling installation services for Joint Base San Antonio (JBSA) under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure. This Request for Proposals (RFP) seeks qualified vendors to provide engineering, furnishing, installation, and testing services for single-mode fiber optic cabling infrastructure at multiple JBSA installations, including JBSA-Lackland, JBSA-Randolph, Camp Bullis, and Fort Sam Houston. The initial procurement focuses on two separate Contract Line Items (CLINs): CLIN 0001 for JBSA-Randolph West Air Traffic Control Tower (ATCT) Electromagnetic Frequency Immune and Transmitted (EFI&T) Fiber Optic Cabling Installation and CLIN 0002 for JBSA-Randolph East ATCT EFI&T Fiber Optic Cabling Installation. Requirement 1 involves installation of approximately 3,340 feet of 12-strand armored shielded fiber optic cable from Building 675 to Building 55, including one new maintenance hole, approximately 3,300 feet of 4-inch Schedule 40 conduit, approximately 3,300 feet of 3x3-inch geotextile fabric innerduct, and two 12-port Fiber Optic Distribution Panels (FODPs). Requirement 2 calls for installation of approximately 2,435 feet of 12-strand single-mode armored shielded fiber optic cable from Building 990 to Building 28, utilizing new and existing infrastructure including approximately 300 feet of 4-inch Schedule 40 conduit, approximately 300 feet of 3x3-inch geotextile fabric innerduct, and two 12-port FODPs. All work shall be completed as a firm fixed-price contract with pricing submitted in Excel format with detailed cost breakdowns by labor, materials, equipment, mobilization, program management, bonding, insurance, overhead, and environmental compliance. Respondents must demonstrate a minimum of three years of experience in fiber optic cable construction and installation, possess all required licenses and certifications including current EPA Lead-Safe Certification, have at least one BICSI-certified lead on-site installer with previous military installation experience, be eligible to obtain JBSA facility access, and comply with industry standards including UFC 03-580-01, BICSI OSPDRM, and USAISEC Outside Plant Design Criteria. The evaluation criteria allocate 20 points for organizational capacity, 30 points for demonstrated performance with minimum five project references, 30 points for cost structure and pricing methodology, and 20 points for experience working on federal facilities. Key dates include the pre-bid site visit scheduled for May 28, 2026, questions deadline of May 29, 2026, and proposal response deadline of June 12, 2026 at 5:00 PM. The initial contract term is one year with up to four optional one-year renewal periods, subject to satisfactory performance, continued need, and funding availability.
AACOG encourages participation by Historically Underutilized Businesses (HUBs) with a goal of awarding at least ten percent of total annual contract value to HUB vendors when practicable. No incumbent vendors or current contractors are listed in the procurement documents. Respondents must submit proof of insurance meeting specified Commercial General Liability requirements and obtain performance and payment bonds equal to one hundred percent of task order value for applicable construction work. All work must comply with Davis Bacon Act wage determinations, OSHA standards for telecommunications and excavation work, Texas Pollutant Discharge Elimination System (TPDES) requirements, and environmental compliance standards including soil testing for every 200 cubic yards of excavated material and mandatory diversion of 60 percent of non-hazardous solid waste through recycling or reuse. The contractor shall provide a 1-year warranty beginning from the date of system acceptance and must submit comprehensive submittals including a List of Materials within 10 business days of award and final acceptance test reports within 10 business days of test completion. Although no specific budget range is listed, AACOG reserves the right to award one or more contracts and may issue task orders through competitive requests or other methods at its sole discretion, with funding provided through federal funding in support of JBSA infrastructure requirements; however, AACOG makes no guarantee of minimum contract value, number of task orders, or specific project issuance.
