About this file

This Request for Proposals (RFP) is issued by the Alamo Area Council of Governments (AACOG) for fiber optic cabling installation services to be performed at Joint Base San Antonio (JBSA) facilities under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure. The solicitation seeks qualified vendors to provide engineering, furnishing, installation, and testing services for single-mode fiber optic cabling infrastructure at multiple JBSA installations, including JBSA-Lackland, JBSA-Randolph, Camp Bullis, and Fort Sam Houston. For evaluation and pricing purposes, respondents must submit two separate and binding cost proposals as Contract Line Item Numbers (CLINs): CLIN 0001 for Randolph West Air Traffic Control Tower and CLIN 0002 for Randolph East Air Traffic Control Tower, each priced independently with detailed cost breakdowns covering labor, materials, equipment, mobilization, program management, bonding, insurance, overhead, and environmental compliance. The RFP was released on May 11, 2026, with a pre-bid site visit scheduled for May 28, 2026, a questions deadline of May 29, 2026, and a response deadline of June 12, 2026 at 5:00 PM. The initial contract term is one year with up to four optional one-year renewal periods, subject to satisfactory performance, continued need, and funding availability. AACOG reserves the right to award one or more contracts and may issue task orders through competitive requests or other methods at its sole discretion.

Pricing shall be firm, fixed, and all-inclusive, with all costs incorporated into task order proposals; escalation, standby charges, and administrative markups are prohibited unless specifically authorized by AACOG. Respondents must demonstrate a minimum of three years of experience in fiber optic cable construction and installation, possess all required licenses and certifications including current EPA Lead-Safe Certification, and be eligible to obtain JBSA facility access. AACOG encourages participation by Historically Underutilized Businesses (HUBs) with a goal of awarding at least ten percent of total annual contract value to HUB vendors when practicable. Funding for projects will be provided through federal funding in support of JBSA infrastructure requirements; however, AACOG makes no guarantee of minimum contract value, number of task orders, or specific project issuance. Respondents must submit proof of insurance meeting specified Commercial General Liability requirements, obtain performance and payment bonds equal to one hundred percent of task order value for applicable construction work, and comply with all federal, state, and JBSA regulations, including Unified Facilities Criteria (UFC) standards. The evaluation will assess organizational capacity (20 points), demonstrated performance with minimum five project references (30 points), cost structure and pricing methodology (30 points), and experience working on federal facilities (20 points).

Any defective or non-conforming work shall be corrected at the Contractor’s expense and may constitute grounds for claims against the applicable performance bond.

1.5.7 Safety Requirements

The Contractor shall be responsible for maintaining safe work conditions and complying with all applicable federal, state, and JBSA safety requirements. The Contractor shall take all necessary precautions to protect personnel, property, and ongoing JBSA operations during performance under each task order. The Contractor shall comply with the Safety and Security requirements set forth in the Standard Technical Requirements in Section 1.10.
