About this opportunity
The State of Michigan, through the Department of Health and Human Services (MDHHS) and the Department of Education (MDE), is seeking a contractor to provide safe and reliable transportation for youth with open abuse/neglect foster care cases in K-12 programs in Wayne, Oakland, and Macomb counties. The goal is to facilitate these youth remaining in their school of origin, as required by federal and state education and child welfare policy. The contractor will be responsible for providing an application for users to request and track the transportation services, which must include features such as guaranteed next-day fulfillment of scheduled rides, live telematics and GPS tracking, real-time visibility and communication, and regular safety and performance reporting to the State. The contract will be awarded to the responsive and responsible bidder who offers the best value to the State, based on technical criteria, including the bidder's experience and qualifications, as well as pricing.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. The contract will allow for shared payment of transportation costs using federal Title IV-E (child welfare) and Title I (education) funding. The RFP also includes a Federal Provisions Addendum outlining compliance requirements for contracts using federal funding. The contract duration and any renewal options are not specified in the provided information.

Update #1 ·
Federal and State education and child welfare policy require that children in foster care remain in their school of origin, even if being placed outside of the district, when feasible and found in their best interest, to maintain educational stability. Transportation cannot be the only barrier that leads to children having to change schools. Despite these requirements, lack of transportation options, including lack of drivers and unreliable public bussing systems, cause some youth to have to change schools mid-school year. Claiming for school transportation is allowed under federal Title IV-E (child welfare) and Title I (education) funding. Michigan Department of Health and Human Services (MDHHS) and Michigan Department of Education (MDE) have collaborated on the development and implementation of policy allowing for shared payment of transportation. Foster care policy FOM 723, Educational Services outlines payment and practice requirements.
