About this opportunity

The City of Huntsville, Texas is issuing a Request for Proposals (RFP 26-21) for environmental professional services to support infrastructure projects funded through the Texas General Land Office under the Community Development Block Grant Mitigation (CDBG-MIT) Program and the Disaster Recovery Reallocation Program (DRRP). The two primary projects are the Martin Luther King Drive Street Improvements Project, which involves rehabilitation of existing roadway infrastructure to improve safety, accessibility, and multi-modal connectivity, and the Autumn Road Improvements Project, which includes drainage and flood mitigation improvements to address recurring flooding near the Spring Lake Water Plant. The selected vendor(s) will manage the full environmental review and compliance process in accordance with 24 CFR Part 58, the National Environmental Policy Act (NEPA), and applicable federal and state requirements, with deliverables including environmental review and documentation, regulatory coordination and compliance, environmental analysis, public participation and notices, mitigation and compliance support, grant coordination and reporting support, TIGR and documentation management, and environmental clearance support. Proposals must be submitted in five hard copies plus one searchable PDF on a USB drive by May 14, 2026 at 2:30 P.M. Central Time at the City of Huntsville City Secretary office, with a public opening held on the submission deadline, interviews with selected vendors anticipated for May 18, 2026, and award preparation planned for June 2026. The evaluation criteria include vendor experience and qualifications (30 points), project approach and understanding (25 points), past performance (20 points), capacity and staffing (15 points), and cost proposal (10 points), with vendors required to submit a detailed not-to-exceed cost proposal with profit identified as a separate line item for each project.

The RFP does not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences, though all procurement activities must comply with 2 CFR 200.317-200.327 for federally funded grants, and vendors must maintain active registration in SAM.gov and provide proof of eligibility. Required qualifications include Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile Liability of $300,000 per occurrence, and Professional Liability Insurance of $1,000,000 per occurrence/$2,000,000 aggregate. The contract shall begin upon award and execution by City Council and continue through completion of all contracted environmental services or grant closeout, whichever occurs first, with potential extension for completion of required environmental review activities and regulatory approvals subject to mutual agreement and City approval. The RFP does not specify a maximum contract value or funding cap, and the City reserves the right to award one contract for all services or separate contracts by project. Combined proposals responding to evaluation tabs A through C must not exceed twenty-five single-sided pages.
