About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is issuing a formal Invitation for Bids (IFB) for gate removal and installation services at Rio Grande State Supported Living Center (RGSSLC) in Harlingen, Texas. The procurement seeks to procure removal of existing gates and installation of new commercial-grade gates comprising 14 walk gates in various dimensions (4 feet to 10 feet in height and width) and 7 track gates (15 feet to 22 feet in length), along with approximately 103 linear feet of cement beam installation with 1-inch mesh fencing material. All materials must be new at installation and include galvanized chain link fabric, galvanized poles, rails, and fittings meeting manufacturer specifications. Bidders must demonstrate a minimum of three years of relevant experience with similar projects, provide three verifiable references from contracts completed within the last three years, and ensure assigned personnel possess at least two years of relevant experience and are at least 18 years old. Evaluation will be based on best value to the State considering bidder qualifications, performance capability, and price rather than lowest cost alone. The optional on-site visit is scheduled for May 26, 2026, at 10:30 AM; questions and clarifications must be submitted by May 27, 2026, at 5:00 PM with responses posted by May 29, 2026; and bid responses are due June 5, 2026, at 10:30 AM Central Time. The initial contract term extends from award through August 31, 2026, with a potential one-year extension available at HHSC's sole discretion, and services must be performed Monday through Friday between 8:00 AM and 5:00 PM Central Time with a four-hour response requirement for service calls and one-hour response for emergencies.
The procurement does not specify set-aside designations or restrictions limiting response to specific enterprise types, and no incumbent contractors or existing infrastructure integration requirements are identified in the solicitation documents. Contractor personnel require comprehensive Texas Department of Public Safety background checks at the contractor's expense prior to beginning work at state property. Contractors must maintain extensive insurance coverage including Workers' Compensation with $1,000,000 employer's liability limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000, Professional Liability of $1,000,000, and Umbrella Liability of $1,000,000. Pricing must be submitted as firm, fixed prices on the required Pricing Sheet (Exhibit C) covering all labor, equipment, materials, supplies, and related expenses with no automatic price adjustments, though HHSC may permit adjustments at its sole discretion based on the Consumer Price Index formula using Bureau of Labor Statistics data for Region VI. The solicitation does not identify a specific award value or budget range, and both HHSC and the Department of State Health Services (DSHS) are entitled to utilize any resulting contract. Responses must be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive by the June 5, 2026, deadline, with late submissions not accepted.
