About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, in conjunction with the Department of State Health Services (DSHS), issued Invitation for Bids (IFB) No. HHS0017153 for PaxeraHealth software solutions to support the Texas Center for Infectious Disease in San Antonio. The procurement seeks bids for five specific software components: PaxeraUltimaAI-Cloud CT/MRI diagnostic viewer with 5,000 annual volume capacity, PaxeraGateway with one VPN, PaxeraBroker with EMR link and MWL provision, PaxeraRIS for 5,000 studies per year, and remote hourly application training for two hours. All services will be delivered remotely and must be provided as firm, fixed prices for the entire contract duration, with all costs inclusive of labor, equipment, materials, supplies, and related expenses. Bidders must demonstrate a minimum of five years' relevant experience in providing similar services, with assigned personnel possessing at least three years' relevant experience, and must provide three verifiable references from the last five years. The IFB was posted on March 20, 2026, with a questions and clarifications deadline of March 25, 2026, responses to questions due by March 27, 2026, and a proposal submission deadline of April 6, 2026, at 10:30 AM Central Time. The anticipated contract start date is June 23, 2026, with an initial five-year term expiring June 24, 2031, and a possible one-year extension at HHSC's sole discretion subject to funding availability.

No set-aside designations have been specified for this procurement; however, Historically Underutilized Business (HUB) subcontracting opportunities are encouraged but not required. The incumbent vendor for the same or similar services from June 23, 2021 through June 22, 2026 was valued at $79,125.00, provided as a guideline only and not representing guaranteed quantities or future compensation levels. The contractor must maintain comprehensive insurance coverage including workers' compensation with $1,000,000 employer's liability limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, professional liability insurance of $1,000,000, and umbrella liability insurance of $1,000,000. Price adjustments are not automatic and may only be made at HHSC's sole discretion based on the Consumer Price Index as published by the Bureau of Labor Statistics or federal minimum wage increases. Responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) to avoid disqualification. HHSC reserves the right to cancel the IFB at any time and provides no guarantee of volume, usage, or compensation.
