About this opportunity
The Texas Health and Human Services Commission (HHSC) and the Department of State Health Services (DSHS) are issuing an Invitation for Bid (IFB #HHS0017129) for Mother's Room Furniture, classified under NIGP Class/Item No. 420-34. The procurement seeks to supply and deliver Classic Lactation Room Bundles and individual component items to eight locations across Texas, including Austin (two locations), El Paso, San Antonio, Beaumont, Houston, Edinburg, and Tyler, totaling 76 complete bundles. Each bundle includes a reclining Mother's Room Chair with tablet holder featuring 400-pound weight capacity and brown or dark vinyl upholstery, wood grain finish nesting tables with black or brown metal bases, a five-drawer white storage organizer with metal frames and fabric bins, an Unwind Lumbar Pillow with stain-resistant properties, a saddle ottoman footrest with 500-pound weight capacity, and a lactation room welcome poster. Bidders must submit completed and signed Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet with firm, fixed unit prices), and Exhibit E (HUB Subcontracting Plan), with all pricing to include labor, materials, supplies, and delivery to specified locations. The Vendor and HUB Conference is scheduled for April 6, 2026, at 10:30 AM Central Time, with a questions and clarifications deadline of April 8, 2026, at 10:30 AM. The response submission deadline is May 1, 2026, at 10:30 AM, with the anticipated contract start date of May 11, 2026. Evaluation criteria include the bidder's ability to meet or exceed specifications, meet delivery requirements, and provide competitive pricing, with HHSC reserving the right to make single or multiple awards to achieve best value. The initial contract term expires August 31, 2026, with an optional one-year extension at HHSC's sole discretion.
All respondents, regardless of Historically Underutilized Business (HUB) certification status, must submit a completed HUB Subcontricting Plan (HSP) demonstrating good-faith efforts to include certified Texas HUBs in subcontracting opportunities, with failure to submit a properly completed HSP resulting in automatic bid disqualification. The contract has an expected value of $100,000 or more, triggering mandatory HSP requirements; respondents must select from five good-faith effort methods including Method I (using only HUBs), Method II (Mentor-Protege Program participation), Method III (meeting or exceeding the 21.1% HUB utilization goal), Method IV (soliciting HUB trade organizations and vendors with minimum seven working days for response), or Method V (self-performance with internal resources only). HHSC has designated Bob McCurdy as the HUB Coordinator for courtesy reviews and training support. Post-award contractors must submit monthly Progress Assessment Reports and notify all selected subcontractors within ten working days of contract award, with non-compliance constituting contract breach and potential debarment from state contracting for up to five years. No incumbent vendor is identified in the solicitation materials. Bidders must comply with the HHS Uniform Terms and Conditions and Affirmations, including E-Verify employment verification, child support compliance, human trafficking prohibitions, cybersecurity training requirements, and various Texas-specific policy provisions. The expected contract value is anticipated to cover product supply and logistics costs across all designated delivery locations, with the specific award amount dependent on successful bidder pricing submissions.
