The Texas Health and Human Services Commission Procurement and Contracting Services division is issuing a competitive Invitation for Bids (IFB) for high voltage electrical repair and maintenance services at the Mexia State Supported Living Center in Mexia, Texas. The scope of work encompasses troubleshooting and repairing high voltage electrical systems, replacing transformers, primary line fuses, poles, and primary power lines, installing new primary and secondary electrical services, and providing tree trimming services around primary lines as needed. The selected contractor must be certified in Texas to work on electrical equipment and transformers, maintain a service location no more than 60 miles from the facility, possess a valid bucket truck and pole truck, and respond to service calls within four hours. Pricing must be firm and fixed for the contract life and submitted on the Exhibit C pricing sheet with separate hourly rates for regular business hours (8 a.m. to 5 p.m. Central Time) and outside regular business hours work. The initial contract term runs from the date of award through August 31, 2028, with a potential one-year extension option exercisable at HHSC's sole discretion. Questions and clarifications are due by March 23, 2026, at 10:30 a.m. Central Time, with responses due by March 30, 2026, at 10:30 a.m. Central Time via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand or overnight delivery on USB drive.

No set-aside designations or restrictions limiting bidder eligibility based on organizational type or disadvantaged enterprise status are specified in the procurement documents. The solicitation documents do not identify any incumbent vendors or current contractors, nor do they reference existing infrastructure or technology requiring integration beyond the electrical systems at the Mexia State Supported Living Center. The contractor must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability insurance ($1,000,000). The historical spending for similar services is documented at $25,000 for the period September 9, 2025, through August 31, 2026; however, HHSC provides no guarantee of volume or compensation. Price adjustments may be permitted using the Bureau of Labor Statistics CPI-W or CPI-U indices or federal minimum wage increases, subject to HHSC approval. All contracts are subject to appropriations and availability of funds, and bidders must comply with 58 affirmations covering suspension and debarment status, human trafficking prohibitions, conflict of interest disclosures, fraud and abuse reporting, and other mandatory state and federal compliance requirements.
