About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting competitive bids via Invitation for Bids (IFB) on behalf of Mexia State Supported Living Center (MSSLC) for high voltage electrical repair and maintenance services. The procurement covers troubleshooting, repair, and replacement services for high voltage electrical systems including transformers, primary line fuses, poles, primary power lines, associated equipment, and tree trimming services around primary lines. Qualified contractors must be certified in Texas to work on electrical equipment and transformers, be located no more than 60 miles from the MSSLC facility in Mexia, Texas, and respond to service calls within four hours during regular business hours (8 a.m. to 5 p.m., Monday through Friday). The contractor must maintain access to bucket trucks and pole trucks for service delivery and demonstrate a minimum of five years of relevant experience with at least three verifiable references for similar services. The initial contract term runs from the date of award through August 31, 2028 (approximately three years), with a potential one-year extension at HHSC's discretion. Responses are due by March 9, 2026, at 10:30 a.m. Central Time, with a questions and clarifications deadline of February 27, 2026. Submissions must include Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) with firm, fixed prices covering all labor, equipment, materials, and supplies, along with Exhibit D (Bidder References and Qualifications Form).

The solicitation does not specify set-aside designations or restrictions limiting participation to particular organization types or disadvantaged enterprises. Contractors must submit comprehensive insurance documentation including workers' compensation ($1,000,000 per occurrence), commercial general liability ($1,000,000 per occurrence and $2,000,000 general aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). All electrical technicians must be registered by the Texas Department of Licensing and Regulation (TDLR) with at least five years of experience. Bidders may submit responses via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to the PCS office at 1100 W. 49th Street in Austin, Texas. Historical spending for similar services is $25,000 for the period September 9, 2025, through August 31, 2026, provided as a guideline only and not a guarantee of actual contract volume. Price adjustments are permitted only at HHSC's discretion based on the Consumer Price Index for urban wage earners and clerical workers or increases in the federal minimum wage.
