About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, on behalf of the San Antonio State Supported Living Center and the Department of State Health Services (DSHS), is soliciting competitive bids through an Invitation for Bids (IFB) for the design, procurement, and installation of a new digital marquee sign. The deliverable is a complete turnkey digital marquee sign system to be installed in front of Building 689 at the San Antonio State Supported Living Center, matching an existing digital marquee sign at the San Antonio State Hospital. The contractor must provide all labor, materials, equipment, electrical work, structural support, and cabling necessary to make the system fully operational, along with user-friendly content management software, compliance with local codes and regulations, and all necessary permits and licenses. Bidders must demonstrate a minimum of five years of relevant experience with assigned personnel possessing at least three years of relevant experience and appropriate state licensure, and must provide a minimum of three verifiable references for similar services completed within the last three years. The evaluation will prioritize best value to the State based on bidder qualifications, performance ability, and price, with pricing submitted as firm, fixed prices on the provided Pricing Sheet. An on-site visit was scheduled for March 16-23, 2026, with questions or clarifications due by March 23, 2026, and bid responses due by April 3, 2026, at 10:30 AM Central Time. The contract will become effective upon issuance and continue through the delivery and installation schedule, with the HHS Agency retaining the right to extend the contract for up to one additional year if necessary.
Respondents must comply with Historically Underutilized Business (HUB) Subcontracting Plan requirements, with a mandatory HUB utilization goal of 26% consistent with the Texas Comptroller of Public Accounts statewide annual goals; all respondents, regardless of HUB certification status, must submit a completed HUB Subcontracting Plan with their bid response or face disqualification. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability insurance ($1,000,000), and must conduct background checks on all personnel prior to work commencement. All bidders must complete and submit mandatory exhibits including the HHS Solicitation Affirmations (Exhibit A), completed Pricing Sheet (Exhibit C), Bidder Reference and Contractor Qualifications Form (Exhibit D), and HUB Subcontracting Plan (Exhibit F), with failure to submit Exhibit A or the completed Pricing Sheet resulting in bid disqualification. Bidders may submit responses through the HHS Online Bid Room or utilize alternative submission methods as specified in the solicitation package, with submissions required to be delivered to the PCS office at 1100 W. 49th Street in Austin, Texas, during standard business hours (8 a.m. to 5 p.m.). Award is contingent on Executive Commissioner approval. The specific contract award value or budget range is not disclosed in the available solicitation documents.
