About this opportunity
Workforce Solutions Borderplex, Inc., a local workforce development board in El Paso, Texas, is requesting proposals for turnkey services to finance, design, construct, and operate a downtown childcare facility serving approximately 90 children, with proposals due June 23, 2026 at 3:00 p.m. MST and questions due by June 11, 2026.
The scope requires the selected respondent to secure all project financing from non-WSB sources (private financing, philanthropy, new market tax credits, and other lawful funding), complete design and construction of improvements to a County-owned vacant building at 501 E. 1st Ave in downtown El Paso, obtain a certificate of occupancy by December 31, 2030, and operate the facility as a licensed childcare center in compliance with Texas Health and Human Services Commission regulations and Texas Workforce Commission requirements, including participation in the Texas Rising Star program where applicable. Respondents must demonstrate expertise in structuring complex public-private partnerships, managing new market tax credits, navigating multi-party agreements, and operating licensed childcare facilities in Texas. The facility addresses demand from approximately 11,000 downtown employees, with 85% survey support.
The anticipated contract term is 20 years. Award and agreement execution are contingent upon WSB first receiving a lease agreement from El Paso County.
Proposals must be submitted as a single PDF of no more than 15 numbered pages and must include firm background, experience with similar projects, proposed project concept and 20-year operational approach, comprehensive finance plan with philanthropic and tax credit strategy, client references, and disclosure of conflicts of interest or prior government contract defaults or debarments. Evaluation uses a 100-point scale: background and overview (10 points), experience and qualifications including public-private partnership history (30 points), proposed project concept and operational approach (30 points), and finance plan with proven new market tax credit and philanthropic track record (30 points). Selected firms may be invited to present at the respondent's own expense. Answers to questions will be posted by June 16, 2026. WSB reserves the right to reject any or all proposals, request clarifications, negotiate final terms, conduct interviews, and cancel the solicitation.
