About this opportunity
Texas A&M University System, through SSC Services for Education Facilities Services, is soliciting competitive sealed bids for the Javelina House Demolition project at Texas A&M University-Kingsville (Project #2026-06935). The procurement involves complete demolition of the Javelina House structure, salvage of identified items and materials, site restoration including foundation removal to a minimum elevation of 68.00 feet, mandatory sod installation on all disturbed areas with 90-day maintenance and watering requirements, and removal of resulting rubbish and debris. Key deliverables include concrete paver and bench replacement, electrical panel removal, perimeter fence installation with Pantone 286 blue windscreen specifications, irrigation and sprinkler system restoration, and site lighting fixture replacement as necessary. Contractors must obtain Performance and Payment Bonds (no bid bond required), maintain normal work hours of 8:00 a.m. to 5:00 p.m. Monday through Friday excluding university holidays, coordinate temporary street and sidewalk closures through a Traffic Control Plan, obtain hot work permits as required, and bear responsibility for repairing all university property damaged during operations. The pre-proposal meeting was scheduled for March 10, 2026, at 10:00 a.m. at the Physical Plant in Kingsville with virtual Teams attendance available. Sealed bid submissions were due March 24, 2026, at 2:00 p.m., with public proposal opening at 3:00 p.m. the same day at College Hall MSC 212 Room 121. The project is scheduled to begin in early April 2026 with a finish date to be determined.
This procurement requires a Historically Underutilized Business (HUB) Subcontracting Plan as a mandatory set-aside designation, with monthly HUB Progress Assessment Reports required with each pay application, indicating a preference for participation by disadvantaged enterprises. Qualified contractors must demonstrate capability to manage demolition, site restoration, and environmental compliance including asbestos abatement coordination with the university's air monitoring responsibility. The university will provide electricity and water for abatement operations while contractors assume responsibility for repairing any damage caused during electrical rerouting and irrigation work. Submission materials are available through the Trimble Unity Construct Bid Package portal via e-Builder, with inquiries directed to SSC Project Manager Eric Brewer at Eric.Brewer@sscserv.com or (979) 224-4498 for procedural questions, or Mario Garcia at Halff Associates (Mario.garcia@halff.com, 956-445-5266) for technical construction document questions. No specific budget range or award value is listed in the procurement documents.
