About this opportunity
The Texas Parks and Wildlife Department (TPWD) is issuing Invitation for Bid (IFB) No. 802-26-69617 for a blanket purchase agreement to procure 700 Axon Body 4 body-worn cameras with accessories, cloud storage services, implementation, and training. This procurement is intended to equip personnel across TPWD's Law Enforcement Division (game wardens) and State Parks Division Law Enforcement (State Park Police Officers), with cameras individually assigned to specific personnel and docking stations provided for each unit. The solicitation requires vendors to supply all hardware, implementation, integration, and training without subcontracting to original equipment manufacturers, and mandates integration with the Versaterm Records Management System and Computer-Aided Dispatch system currently used by both divisions. Deliverables include mandatory training for 200 officers, system installation, hardware setup, cloud storage configuration with single sign-on authentication, post-installation support, and ongoing vendor support with defined service level agreements. The initial delivery of 700 units must be made to the TPWD Game Warden Training Center in Hamilton, Texas, with future replacement orders shipped to various statewide Law Enforcement region locations. The bid submission deadline was extended to March 24, 2026, at 2:00 PM Central Time, with bids submitted via email to Purchasing.bidbox@tpwd.texas.gov or by mail/hand delivery to TPWD Purchasing and Contracting at 4200 Smith School Road, Austin, Texas 78744. Award will be made to the bidder whose quote represents the best value, considering lowest price, ability and qualifications, delivery schedule, and past performance, with bids remaining binding for sixty business days from the bid due date.
While the solicitation does not specify set-aside designations or restrictions limiting participation to disadvantaged enterprises or other specialized business categories, Texas Government Code Section 2155.067 permits competing vendors offering equivalent products to submit bids with detailed explanations of how their offerings satisfy the specifications, which are based on the Axon Body 4 baseline requirement. The resulting contract will commence upon award and continue through December 31, 2030, with provisions for price escalation upon written notice and justification, and potential extension for up to twelve additional months if necessary pending award of a new contract. Unit pricing must be submitted on an all-or-none basis, with all costs including shipping, handling, fuel surcharges, delivery fees, and tariffs on an F.O.B. destination basis. Vendors must specify camera make, model, warranty terms, and delivery time in calendar days from receipt of order, with a preferred device refresh cycle of 30 months, though alternative schedules will be considered. The vendor remains responsible for fulfilling any remaining warranties after the contract end date of December 30, and TPWD reserves the right to increase or decrease quantities prior to award based on bid results and budget constraints, with payment limited to actual goods received or services performed.
